Mr. Deputy Speaker, Sir, the reason why I am talking about this issue of tribalism is because that a lot of time, we invoke sections of the National Cohesion and Integration Act when it affects a particular section. However, we do not do the same when it involves our own regions. So, it is important that we look at these matters more progressively.

On a point of order, Mr. Deputy Speaker, Sir. I consulted the Speaker and he told me that for the future of how Reports should be done, I should raise this matter so that we deal with it not as relating to this particular Committeeâs Report. We are going to have many Reports that have dissenting opinion.

Mr. Deputy Speaker, Sir, I wish to confirm that I was a Member of the Select Committee investigating the death of Dr. Ouko. I only joined the Committee after three other Members objected to being Members of that Committee because of the proceedings and how the Chair was carrying them out. Upon joining this Committee, we had a lot of debate about the unprocedural nature and the unpreparedness of our Committee in handling the investigations.
