Hon. Speaker, allow me to explain the delay of the submission of Budget Estimates which were ready. It was based on the court ruling which said that the Budget Estimates could not be introduced before the Division of Revenue Bill is passed. Hence, the National Treasury was waiting for its passage in this House to submit the Budget Estimates, so that it could not contravene that court ruling. That was the whole essence. We are still within the two months because we have the whole of May and June. The Senate made amendments which were not communicated in this House. ...

Because of the seriousness of the matter, pursuant to Standing Order No.96, which basically allows a Member to move that a business being discussed be postponed to another day…
