Thank you, Hon. Speaker. I want to thank Hon. Murugara for bringing a closure to this debate because we have been on it for two days and several Members spoke to it. I want to thank all the Members who spoke to the Kenya National Library Service Bill. There was total consensus that we need to get libraries, a reading culture and to support libraries across all the counties. Hon. Speaker, taking cognizance of the ongoing budget work and the heavy business under Order No. 9, which is a continuation of consideration of the Refugees Bill that has several amendments, there was a request by the Committee that we should take out the Bill and push it to next Tuesday to facilitate the harmonisation of the amendments by the Committee and three other Members. I have heard the comments and I agree with your ruling that we need some time. I am also cognizant of the fact that, indeed, the matter was picked up by the Departmental Committee on Lands. If you look at the Report on Page 5, they are proposing some amendments on the same matter. They recognise that the Registrar does not have the power to approve sub-divisions. That is a domain of another person. The work of the Registrar is to register titles hence an amendment has been proposed by the Committee which would resolve part of those issues. Let ...
