  • 18 Jun 2020 in National Assembly: they do not need to rock the boat. They are taxing unga, pensioners and Corporate Social Responsibility (CSR) and the rationale has not changed. The message that we need to send to the National Treasury is that, as much as they need money, they should collect that money in a way that does not promote inequity. When I look at Clause 33 - I know the Committee has commented on their Report - there is intention to change the agency fee that is payable to KRA by up to 2 per cent. That makes it a minimum of 2 per ... view
  • 18 Jun 2020 in National Assembly: point. We are going digital. And during this COVID-19 pandemic, we are all ordering food and all other supplies online. We are losing a lot of revenue as a country, and that revenue is accruing to companies out there. Let us support the Committee and the Treasury on this. On tax amnesty, I want to appeal to taxpayers in this country, especially those who may have been caught by the demonetisation of the old Ksh1,000 note, to take advantage of this amnesty now that money is in the system. But I would want this House to pronounce itself to Treasury ... view
  • 18 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. On the tolls, I would like to urge the Committee to discuss with the Departmental Committee on Transport and Public Works. Much as we are having the tolls because of the overpass, we need to capture this within the overarching law, the Public Private Partnerships Act. We should treat this as a temporary measure. Lastly, we need to have Treasury at the earliest opportunity recalculate the deficit or the net effect of the Finance Act and the Appropriations Act and report to us by July. What is the net impact of what we have ... view
  • 16 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I want to make this comment, basically covering all independent commissions, this being the last. There was a reason why Kenyans, in their wisdom, set up these independent commissions. But eight years down the line, I am not sure most of these commissions have lived to the expectations that Kenyans had for them. I would like to ask that, perhaps, the disappointment of this House be recorded in terms of the progress or lack of progress by most of these independent commissions in terms of human rights, police oversight and administrative justice. It is ... view
  • 16 Jun 2020 in National Assembly: One of the things to be looked into seriously is whether these bodies deserve the money we appropriate to them. Are they serving the Kenyan people? Have they made the lives for Kenyans The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 16 Jun 2020 in National Assembly: better or are they just there as retirement placements where people get appointed as commissioners, but we do not see what they actually do? I believe I speak for the rest of the House that we need to see value for money through the operations of all these independent commissions. For now, I support. view
  • 16 Jun 2020 in National Assembly: Hon. Temporary Deputy Speaker, I want to record my appreciation, first to the Members who have sat through this session this afternoon. The main responsibility of this House is to appropriate money and to demand accountability. I would have expected the Chamber to be full as we allocate money. Congratulations to the Members who actually sat through this afternoon and, indeed, this morning. On behalf of the other Members who are not members of the Budget and Appropriations Committee, I wish to record our appreciation of the work that is being done by the Budget and Appropriations Committee, through these ... view
  • 9 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. There is not much time. So, I will go straight into the matter. I start by thanking the Committee for preparing these Estimates, the Report and everything, and going through them within very difficult circumstances. It is not the same environment that we usually meet and do everything in relaxation. So, we need to recognize that they actually went out of their way at the risk of breaching the social-distancing protocol and other limitations to do a wonderful job. I also recognise that we are planning under what you ... view
  • 9 Jun 2020 in National Assembly: much to it yet. To me, it is a very fundamental thing that we could look at given all the discussions we have on our exposure to debt. We are already over-exposed. We cannot borrow more from the economy. We do not know how much revenue we are going to generate. It is something that the Cabinet Secretary needs to consider. How much can we raise by the Government selling part of its stake, for example, in Safaricom? We own 25 per cent of a multi-trillion company. If the Government could just cede 10 per cent of that within the ... view
  • 6 Jun 2020 in National Assembly: Thank you, Hon. Deputy Speaker. Let me speak as the Member of Parliament for Kipipiri. If the House approves, I will be moving the Motion as the Chair of the Mediation Committee. What the Leader of the Majority Party raised is true. It may be a serious matter. However, I want to agree with the Leader of the Minority Party that we are not talking about a Bill that is serially processed in the Senate and after it has been processed to finality, the Senate brings it to the National Assembly. We are talking of a parallel process where the ... view
