  • 4 Mar 2020 in National Assembly: Just to summarise on the Big Four Agenda, I think it is important for us to relook at the targets that we set. In as much as they are legacy projects, let us see if there are any other investment options for the money of the Big Four projects where, in the short term, it will invigorate the economy. We cannot have a situation where we are waiting for the long-term while in the short-term, people are suffering. We are saying that the National Treasury should relook at all this and we can have a more candid discussion in the ... view

  • 20 Feb 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I hear the Members from areas that have tea as a predominant crop and I sympathise with the issues they have gone through and what the farmers are going through. But when I look at this Bill, I see nothing that will solve those problems. So, allow me to oppose the Bill. I am doing that because we may be using the wrong instrument to solve the problem of the farmer. I hear concerns about the role that KTDA plays in terms of sorting out or messing up with the farmers’ issues. But this ... view
  • 20 Feb 2020 in National Assembly: burdening them further by creating a bureaucracy that they will support and it is not guaranteed to do anything better than what is already being done by the department? Hon. Temporary Deputy Speaker, I just wanted to flush out those issues because yes, we know there is a problem. We know there should be solutions. However, that solution - in my view - may not lie in moving one bureaucracy from a department and elevating it to a full-blown board. You will only multiply the cost by ten-fold and that cost has to be paid for by somebody. Therefore, let ... view
  • 20 Feb 2020 in National Assembly: Hon. Temporary Deputy Speaker, I rest my case and urge the Committee on Agriculture and Livestock to guide us on what else we need to do and not certainly creating new bodies. Thank you. view
  • 18 Feb 2020 in National Assembly: Hon. Speaker, on behalf of the Leader of the Majority Party, I beg to move: THAT, notwithstanding the provisions of Standing Order 97 (4), this House orders that each speech in a debate on any Sessional Paper shall be limited as follows: A maximum of two and a half hours, with not more than twenty (20) minutes for the Mover in moving and five (5) minutes for any other Member speaking, including the Leader of the Majority Party and the Leader of the Minority Party and the Chairperson of the relevant Committee (if the Sessional Paper is not moved by ... view

  • 18 Feb 2020 in National Assembly: I second and just highlight that, in addition to what the Whip of the Majority Party has said, that this Calendar is just a guiding framework and that the House is at liberty to alter the sitting days and times, of course, through the House Business Committee. At least, this gives people prior information, for planning purposes, so that we are able to synchronise the activities within the constituencies, holidays and all that so that people are not rushing to be in the constituencies or the House. They will not be absent from here on the excuse that they were ... view
  • 28 Nov 2019 in National Assembly: Chair, just to be clear, from the amendment I have here, the amendment is to define the functions of the DG, but what the Chair has explained is that it is to change the name from commission to authority. Just for the record, we better The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 28 Nov 2019 in National Assembly: understand that Clause 9(3), according to my Order Paper, says that the DG shall be subject to the direction of the Board and be responsible for the day-to-day management. But what the Chair has explained is that we are amending this to change the name from commission to authority, which I think had already been done earlier, unless we are looking at two different Order Papers. And I think it was the same thing for Clause 9(2)(a). The explanation and the Order Paper do not match. view
