The other thing I would like us to think of is the regulator. We are talking of a commission, which will vet and issue licences. In addition to the normal processes and the regulation that the commission will come up with, which we do not know yet, there has to be specific security vetting of not just the people, but also the facilities. I want to propose that either the Committee looks at that or a few of us will look at how we will propose some further amendments to this Bill to incorporate that security aspect which is the only missing thing. Otherwise everything else is done very well to ensure that foreigners are restricted in terms of what they can do with nuclear material in this country, and that before any facility is given the license to operate, we will have proper security screening of not only the people but also the facilities. I am very happy because we have made this step of coming up with a Bill. I believe it was proposed in the last Parliament, but it did not see the light of the day for some reason. However, we have it now. Let us fast-track it and not think of it as futuristic. It is with us now. The risks are with us now. Let us pass it and make sure that as we do it, we protect our country and ensure the safety of Kenyans and the region as a whole.

Thank you, Hon. Chairman. I thank my Chairman for giving me this opportunity. I hear the concerns of Members. Let me explain. We have 183,000 students in TVETs with a capitation of Kshs30,000. We required about Kshs5.4 billion. We allocated part of the money that had been set aside for labs for the DLB and Kshs1.5 billion towards capitation. The Budget and Appropriations Committee was generous enough to add more money and we ended up with Kshs6 billion. But we also realised at that point that we had a huge shortage due to previous commitments because students have already been ...

I want to ask Members to look at this as a short-term problem and, going forward, it will balance out. We have already taken care of our students within the TVETs. We believe we can donate some money to alleviate the problem so that our students are not sent home.

Let me start by thanking and recognising the efforts of both the Budget and Appropriations Committee and, indeed, all the other committees that worked very hard. As Members will recall, we were looking at the Supplementary Estimates II alongside the Budget Estimates for the Financial Year 2019/2020 almost simultaneously. I also wish to support the recommendations of the Budget and Appropriations Committee and the amendments that have been brought and the reasons that have been provided.
