26 Jun 2018 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker, for this opportunity. I want to thank the Member who has asked for this and really commend him for bringing this matter of national concern to the House. We are gradually retrogressing into the bad days when human rights were not respected. When we fought for and worked on the new Constitution, it was on the understanding that every Kenyan has a right to be respected and to enjoy his life and privileges without interruption. I wish the lawyers in this House were here. What we have seen, much as we all dislike the ...

lawyers, to tell their case and to be protected by the law. If this House allows the current practice that we are seeing, then there is no telling where it will end. I beg to support the Motion and to condemn what is happening in terms of people being denied their rights which they are entitled to by the Constitution of this country. I thank you, Hon. Temporary Deputy Speaker.

21 Jun 2018 in National Assembly:
Thank you, Hon. Deputy Speaker. I rise to support the Report by this very hardworking Committee because I do not think they have any pending business. At least from the information that I have this means they have burnt the midnight oil to clear all legislation that has been placed before them.

21 Jun 2018 in National Assembly:
Most importantly, this raises some more fundamental issues. We are seeing contradiction regarding the work of the Senate vis-à-vis the work of the Members of the County Assemblies and this House. This is bringing out a fundamental issue about the implementation of the new Constitution. For some of us who were in Bomas there was clamour for a Senate, but what everyone thought was that it would be an upper House for revision and where national issues would be discussed. Obviously, we all know what happened after a bicameral system was designed. When the issues were taken to Naivasha, our ...

oversee governors. Let the Senate redefine itself and the core job it was left to do after the law was turned upside down to make it a lower House subordinate to the National Assembly. This was a first in this world, because it happened in Kenya. When that happened the only thing they were left to do is basically to impeach the President or to protect devolution, not to oversee or promote, so that we do not pass a law here which kills devolution. That is why every law passed here which has an impact on counties has to go ...

19 Jun 2018 in National Assembly:
Thank you, Hon. Speaker. I rise to support this Bill that has been brought to us from the Senate. No doubt the Senate has done what they were supposed to do. I would just like to alert Members that this is one of the most important things that we can debate as a House. I know there was a time when we used to curtail debate on it because of matters that we have already requested for a statement from a Committee. This is The electronic version of the Official Hansard Report is for information purposes only. Acertified version of ...

very important. We are talking of Kshs314 billion going to the counties, in addition to the other conditional grants. Of utmost importance - because I do not have enough time to go through all the various issues - when you look at the distribution schedule for this Kshs314 billion across the entire population of 45 million Kenyans in the country, you see major disparities. You look at one county receiving Kshs10 billion while another receives Kshs4 billion. The populations of those two counties are basically the same. Those are the discussions we should be having in this House so that ...

14 Jun 2018 in National Assembly:
Thank you, Hon. Speaker. I wish to confirm that indeed the Report of the Committee was tabled before this House and for those who were interested; we took the time to pick and read it. I stand to support the proposed amendments to the Tax Laws (Amendment) Bill 2018. I will start with the one issue that affects each one of us, especially our young children and those who come after them. This is the issue of home ownership. Today, if you bought a House, you would pay 5 per cent stamp duty regardless of whether it is your first ...

14 Jun 2018 in National Assembly:
wish to say that perhaps we also need to think of the second time owners after the first round as part of accelerating ownership of houses. Hon. Speaker, the provision on winnings has always been in the law, but it was removed, I think, last year or last year but one. It was changed so that the guys who actually do the betting do not end up paying. The receiver of the revenue has been paying that. What this Bill is trying to do is to say that there will be deduction of the withholding tax at source so that ...
