  • 12 Oct 2017 in National Assembly: Thank you, Hon. Speaker. I rise to support this Bill and thank the Committee for a job well done in the analysis and taking us through the Report yesterday. First, I would like to make some corrections to some contributions especially on something which has just been said by the Member for Kitui Central. For the benefit of our new Members and the public out there, Supplementary Estimates do not arise because of emergencies but they come to the House because of developments which have taken place in between budgets. I believe what the Hon. Member was referring to is ... view
  • 12 Oct 2017 in National Assembly: It is not only about increasing the estimates because some of the items are being reduced. So, this is basically a rearrangement of the budget to reflect the current reality. I do not want to go through the Motion because the Committee did its work and took us through the Report. Looking between the Report and the Bill, I just want to highlight some three issues which I am sure the Chair would want to bring for correction before we finalise on the Bill during the Committee Stage. The first is on Page 1372 of the Bill under Vote R1081. ... view
  • 12 Oct 2017 in National Assembly: The second item which requires correction is on Page 1387. Under the Development Expenditure D1011 you will notice that the three figures there do not add up and obviously, the Kshs428,250,000 is positive and the asterisk alongside it ought to be deleted so that it shows we are adding to it and deducting from the other figures. The last one is on Page 1388. Again, these are typing errors which arise between the Report and publication in the Government Printers and the asterisk should be removed on D1081 on the last Item 0405000 P.5 Health Policy, Standards and Regulations. Apart ... view

  • 12 Oct 2017 in National Assembly: Thank you, Hon. Chairman. I just want to thank the Leader of the Majority Party for the corrections and to confirm to everyone that really these were already captured within the Report. So, it can only be an issue between the printing of the Bill and it coming here rather than any other intended purpose. I am happy that Parliament has accepted those corrections. view

  • 11 Oct 2017 in National Assembly: Hon. Temporary Deputy Speaker, I have seen the interest in this matter and we are all discussing the same thing. Would I be in order pursuant to Standing Order No.95 request that the Mover be called upon to reply? view
  • 10 Oct 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I congratulate the Chairman of the Parliamentary Ad Hoc Committee on Election Laws and the team for a job well done in terms of capturing the spirit and the mood of the country, leading this House to take up its proper role in saving the country now and in the future. I want to be very brief. I start by recognising the fact that the Committee has deliberated on the qualifications of the Chair. I would have preferred a situation where we opened up those qualifications as it is becoming very clear that elections ... view
  • 10 Oct 2017 in National Assembly: electoral system. For now, I will agree with the Committee. I believe they received enough representations but we need to look at it in future, in terms of opening up the qualifications. I want to propose, for consideration by the Chair of the Committee, a small amendment to Clause 4. You will notice that we are amending by reducing the quorum from at least five Members to a half of the existing Members. We realise that Kenyans have become very litigatious. There are especially those people who want to keep going to court for small interpretations. In order to avoid ... view
  • 26 Sep 2017 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support this Motion. We are in difficult times as a nation. I would have wished my friend, Hon. Mbadi, I wish he was here. I wanted to congratulate him in person and his team, including Hon. Wamalwa, because they are now in the House participating. This is in despite of the misguided advisory that they received from their leaders to keep away from this House. I am sure they have now realised that it is time they liberated themselves from that domination by a few people who are fast fading away into ... view
