  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, I wish to take this opportunity to make the following Statement with regard to business for next week. Let me note that this House and, indeed, all other key implementing agencies have entered the most critical stretch in the race to beat the August 26th 2011 deadline for passing the key Constitution implementation Bills. Mr. Speaker, Sir, the National Gender and Equality Commission Bill (Bill No.23 of 2011) went through the Committee Stage yesterday and I want to thank the hon. Members who stayed behind to have it passed. The Political Parties Bill (Bill No.20 of 2011) ... view
  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, I appreciate the concern by the Member for Turkana Central, Mr. Ethuro, that I am overstretched, but I am not complaining. Business has been going on and I am aware that Dr. Kosgei did request to resign as Deputy Leader of Government Business. There have been arrangements by her appointing party to replace her with another leader. I believe that, that communication will be made by the Leader of Government Business, in accordance with the Standing Orders at an appropriate time. But in the meantime, we are happy to continue and no Government business is suffering because ... view
  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, we will, at the next House Business Committee meeting on Tuesday, sort out that matter and report it accordingly in the House next week. view
  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, I beg to move:- THAT, pursuant to the provisions of Standing Order 107, this House orders that the publication period of the National Police Service Bill (Bill No. 31 of 2011), the National Police Service Commission Bill (Bill No. 32 of 2011) and the Independent Policing Oversight Authority Bill (Bill No. 33 of 2011) be reduced from 14 to 6 days. As Members may be aware, these Bills are required to meet the timelines that are contained in the Constitution, and need to be cleared before 26th August, next week. It has taken quite a while to ... view
  • 18 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to join my colleagues in supporting this request by the TJRC for the extension of their time recognizing that apart from the job they are doing, it was very necessary to create the TJRC. We know the history behind it. We all do not need to go that far in terms of why we needed it. view
  • 18 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, the Minister for Roads will not be available within the time we have left to move this Bill. I would like to urge that we have this Bill carried forward to the next sitting of the House. view
  • 17 Aug 2011 in National Assembly: Mr. Chairman, Sir, I am conscious of the fact that it is almost one hour to the rise of the House. On Thursday last week, this House was up in arms that the Government is not serious in passing constitutional Bills. To demonstrate our commitment, we have only one hour and I am keen that the business that is appearing today needs to be completed, so that these sideshows that we are introducing can become very clear to the people of Kenya as to who is serious and who is not. view
  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, accordingly, I beg to move that this House reports progress and seeks permission to sit again until the conclusion of the business appearing on this Order. view
  • 17 Aug 2011 in National Assembly: Mr. Chairman, Sir, during the moment, I never made my personal contribution. Can I make my personal contribution now? view
