  • 28 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, it is important that we continue with debate on the Motion. view
  • 28 Jul 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for the guidance and ruling. So that we make progress, I want to ask this House to remember that we have passed the CDF money. The CDF Committee has not met for a long time now. There is a lot of much money waiting out there to be utilized. This may well be the last year of the CDF operations. If we continue delaying the appointment of this Committee, we are jeopardizing the good work that the CDF committees are doing out there. So, time is of essence and I urge this House, without ... view

  • 28 Jul 2011 in National Assembly: Madam Temporary Deputy Speaker, I just want to support the appointment of this panel of eminent Kenyans. I thank the committee for the work they have done; more importantly I recognize that we have these Kenyans who are offering for themselves not for a five-year or one- year job but for a job of about one month. view
  • 28 Jul 2011 in National Assembly: They have been taken through this rigmarole of vetting and everything else. They have been subjected to all this because they want to do this job for Kenya within the next month. I think it is something we need to recognize; that effort is not made every day. I hope that we will all support them, and that together, we will come up with the Commission that will help ground the future of this country in the next Commission that we will be appoint. view
  • 28 Jul 2011 in National Assembly: With those words, I beg to support. view
  • 27 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, indeed, I was on the Floor opposing the amendment that had been brought by hon. Mbadi, which attempts to do the budgeting for the Government and determine where the priorities are. It attempts to allocate money to the police while taking away from the National Security Intelligence Service (NSIS). view
  • 27 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, as I indicated yesterday, the Government is already taking action on the famine, and the Prime Minister has been very comprehensive in his Statement. The Government is already taking action in terms of the fulfillment of the conditions on the police reforms and there will be some legislation coming here. The Government is very conscious of what it needs to do to achieve the mandate that was given to it by the people when the elections took place. What Parliament can do is to review the programmes and make recommendations on, perhaps, where the Government should ... view
  • 27 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, I wish hon. Shakeel could read the Constitution and the Standing Orders and then, he would be better informed on exactly how the budgeting process takes place. I do not wish to spend this time to take him through a tutorial on how that happens. view
  • 27 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, I would expect the Member for Gichugu, being a Presidential candidate, to take some more interest in how matters like this take place. How does she expect to lead a Government when she does not even know how budgeting takes place? view
