One of the things that we will obviously be coming up with, perhaps, even an amendment to the Procurement law to ensure that quality-based methods will never again be used in this country. But just to repeat myself, the contract was awarded based on the technical negotiations that took place between the opening of the envelopes and negotiations with the contractor. The consultancy is fully funded by the Kenyan Government. We are all concerned that this project should not suffer any delay.
