7 Jun 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, my recollection is that when it was due, the hon. Member was not in the House. I think the Minister was then asked not to issue the Statement until the hon. Member comes back. Now that the hon. Member has come back, we can look for some time next week. Is Tuesday next week okay?

7 Jun 2011 in National Assembly:
Mr. Deputy Speaker, Sir, I rise to congratulate the Minister and, indeed, the entire Government for the manner in which this Bill has been brought, delivered and processed through this House. I also want to thank the Members of this House for the speed with which the debate on the Second Reading was held and the total agreement in terms of the essence and the need to have the Bill fast-tracked. Mr. Deputy Speaker, Sir, before the intervention by hon. Khalwale, hon. Imanyara and Odhiambo-Mabona had raised some clarifications. I just want to confirm that I was at the Nyayo National Stadium. I listened to the Prime Minister and the President. I even read the Presidentâs Speech thereafter. At no time, did any of the two leaders blame Parliament for delaying on the legislation. So, I believe the concern has been that the sideshows within the political scenarios maybe interfering with the implementation. But at no time was Parliament blamed on the legislation. The other thing I want to also confirm ...

2 Jun 2011 in National Assembly:
Mr. Deputy Speaker, Sir, I believe that this House is eager to clear all the constitutional Bills and Bills which have impact on implementation of the Constitution. It is in this spirit that we felt that we do not have to wait for another two days to bring the Bill, which the House is waiting to debate. If this House agrees, we can start debate on the Bill today.
