Mr. Speaker, Sir, what we are basically saying is that at the KMA, all those boats have been fitted with VHF radios. They have been connected to the search and rescue centre so that at any one point – and I mentioned that even all the boat operators are being encouraged to have mobile phones with a number that they can call – so that if there is an issue happening on the lake, people will call that call centre, then that centre will then gets the boat that is closest to the accident---

Mr. Speaker, Sir, I mentioned that, but they stopped me with the points of order. I said that on Lake Victoria, we are witnessing increased trade. With the increased trade, there are more vessels on the sea. We will look at the capacity that we have and the capacity that is required and act appropriately to support the increased trade and the increased vessels on the sea. I mentioned that, but they did not want to listen because of the points of order.

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this initiative by Mr. Wamalwa. It is an amendment that meets our support as the Ministry of Transport. Indeed, it goes in line with the same development in terms of modernizing our systems and ways of doing things but it has only come slightly faster than us in terms of fast-tracking it but it is something that we have been thinking about to give Kenyans an opportunity to have their names on the number plates. Madam Temporary Deputy Chairlady, I beg to oppose this amendment and seek to persuade this Committee. While appreciating the need for the oversight role by Parliament at the appointment of Chief Executives, we are creating an authority here. We, as Parliament, have given the responsibility of vetting of the Board to Parliament. But having vetted a Board and given them authority to then hire a Director-General, perhaps, we are going into micromanagement at the point of even vetting a Chief Executive who is hired by the Authority. The operating words here are the “Director-General appointed by the Authority”, not appointed ...

Mr. Temporary Deputy Speaker, Sir, I also want to thank the Vice-President and Minister for Home Affairs for donating this one minute to me. I also join other hon. Members in condemning that act. I believe that whether done by a police officer or by a member of the public or by anyone, no Kenyan blood deserves to be spilt under any circumstances. A Committee of the House has tabled a report on the KAA and it was disposed of by this House. I do not know whether the Member is aware of that, and whether I should not be seeking protection under the Standing Orders owing to Members asking for information that has already been disposed off by the same House. He was here on Tuesday, Wednesday morning, Wednesday afternoon and you agreed with him that he will issue it today. Since we have many statements pending, I request for your indulgence that we hear the other Statements while we look for hon. Musila who has been waiting here for four days to deliver that Statement.

Mr. Deputy Speaker, Sir, let me first send my condolences to the family of the people who perished in this unfortunate incidence. I want to assure the House that investigations are ongoing and we can share the outcome plus the response to the Statement in two weeks time. It requires some inter-Ministerial coordination because there are some security matters and some cross-border matters. This is something that we need to comprehensively deal with it, so that we do not discuss the agony over a prolonged period in different nations. So, I believe two weeks will be good timing.
