  • 9 Oct 2007 in National Assembly: Mr. Speaker, Sir, we will do our best in terms of the reforms within the financial management and working in the Ministries and monitoring their projects. We indicated that there is performance contracting that is now in place. This forces people to deliver on the promises they have made on the contracts which is the basis on which they are funded. So, we expect to see the trend of monies being returned to the Treasury diminishing in the future. With co-operation from all hon. Members in terms of oversight and monitoring, we should be able to implement everything as planned. view

Members are aware, the allocation of CDF for this financial year is Kshs10.1 billion. The House took the decision to delete Clause 11, which was exactly the same. There is no point in having it in one Act and not in the other. I have no objection to it being deleted. view
