  • 27 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. The Treasury has initiated control measures aimed at ensuring prudent use of public resources in line with the spirit of the PAC Report. In addition, a high level Inter-Ministerial Committee has been appointed by the Government to analyse the contents of the Report jointly with other reports concerning security related contracts and recommend appropriate legal and administrative action necessary to conclude all pending issues arising out of the contract in order to pave way for the implementation of the contents of the Report. view
  • 27 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I have just stated exactly what we are doing to implement the PAC Report. I have left out what we have already done and brought to this House, which was to table the Special Audit Report for all the contracts which were waiting for the PAC to look at and tell us what to do. But on all the other things, we have said what we are doing. view
  • 27 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I am not aware of the circumstances under which he was sacked. view
  • 27 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, we are concerned as a House about the legality of these contracts. We moved with speed to table all the reports of the auditors so that the PAC could look at them further and tell us what we need to do. I am disappointed that the PAC has not done its bit because we would have moved with speed to do what we need to do. view
  • 27 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, hon. Marende has asked a Question on the 18 contracts, not on the passports. The 18 contracts are covered within the report of the Controller and Auditor-General, which I tabled here and asked the PAC to look at so that they can help us in expediting the matter. We are looking at it as a Government, but we want the backing of the PAC 2428 PARLIAMENTARY DEBATES July 27, 2006 in terms of doing things together in tandem. Now, the PAC has not started doing that, and that is my disappointment. view
  • 27 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, at the point of adoption of this Report by the House, my colleague, the Minister for Justice and Constitutional Affairs did give a Government undertaking to do everything that was required to implement the Report in terms of the investigation and prosecution. We still stand by that commitment. view
  • 20 Jul 2006 in National Assembly: sector, weather forecasts by the department serve other sectors of the economy and we get satisfactory comments from them to show total satisfaction for the forecasts. Those other sectors July 20, 2006 PARLIAMENTARY DEBATES 2253 include the aviation sector, marine services, the military and other sectors such as the building and construction industry, recreation, sports, tourism, health, weather-related disaster management, water resources management and outdoor functions in general. Mr. Chairman, Sir, His Excellency the President has signified his consent to the Motion. As mentioned during the Budget Speech, I have proposed a number of taxation measures aimed at removing administrative and legal barriers in order to address inequality and create an enabling environment for private sector growth. The measures proposed under the East Africa Community Customs Union ... view
  • 4 Jul 2006 in National Assembly: Mr. Chairman, Sir, I was saying that the farm works allowances have been increased from 33.3 per cent to 50 per cent to promote and encourage farming and agricultural productivity. This will mean that farmers will basically be able to recoup their investment within two years instead of three years. The other measure is the re-introduction of capital gains tax on transfer of property other than for vehicles and marketable securities. This measure is aimed at ensuring that there is equity by taxing incomes that have been derived from capital gains tax on properties and to recognise the societal injection's ... view
  • 4 Jul 2006 in National Assembly: Mr. Chairman, Sir, let me start by thanking the hon. Members for their contributions and especially in terms of concurrence with all the broad taxation proposals with a few clarifications that may be required from myself. I want to address those clarifications now. July 4, 2006 PARLIAMENTARY DEBATES 1799 Mr. Chairman, Sir, sweet as sugar is, the sugar issue has become sour or hot, but we have another five months to go through it, understand it and see exactly where we are coming from. We want to save the farmer by making sure there is enough money going to the ... view
