  • 6 Oct 2021 in National Assembly: Hon. Speaker, I beg to move that the Tax Appeals Tribunal (Amendment) Bill (National Assembly Bill No.19 of 2021) be now read a Third Time. view
  • 6 Oct 2021 in National Assembly: I specifically thank the Departmental Committee on Finance and National Planning for the work they did in carrying out the necessary public participation, processing the Bill and the various amendments they brought yesterday as part of enriching the Bill. I also thank all Members of the House who stayed with us yesterday and who have been through the process of the development of the Bill. I know it marks a turning point in the way tribunals work. This is the first time we are migrating tribunals from the National Treasury to the Judiciary. I am sure we will see the ... view
  • 6 Oct 2021 in National Assembly: I do not want to say much. I beg to move. I request Hon. Kaluma to second. view
  • 6 Oct 2021 in National Assembly: Thank you, Hon. Speaker. From the outset, I want to thank Members for the vibrant contributions to the Bill. I agree with Members that management of tenancy affects every Kenyan on either side of the divide, either as a tenant or as a landlord. The intention of this Bill is to balance the interests of the two parties and accord the law with the current trends. It has received quite a lot of support from the membership of this House. I also want to thank the Committee for the detailed Report and for conducting of public participation. I look forward ... view
  • 6 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this ratification of the Agreement amending the Air Transport Agreement between Kenya and the United States of America. Basically, just to mention that these Bilateral Air Service Agreements, or as they are called BASA in local lingo within the transport industry, have been around for almost as long as flying has been taking place. As flying became more popular over time and airlines expanded their service, it became necessary to have some rules, regulations and agreements to avoid some unfair competition because you would find that the big airlines would ... view
  • 6 Oct 2021 in National Assembly: I just want to emphasise that Parliament actually did advertise for public participation but the fact that people did not even find it necessary to come and give views was really the endorsement that you really needed. This is because people usually come when they have objections. Nevertheless, the good thing is that there was huge stakeholder consultation with all the stakeholders and they are all listed. Hence perhaps they did not even need to come. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard ... view
  • 6 Oct 2021 in National Assembly: I am happy that we reached there and I ask the House that we endorse the ratification and get to move on so that we can give our signal to our partners in the US that Kenya is ready to do business with the US. Thank you, Hon. Speaker. view
  • 5 Oct 2021 in National Assembly: Thank you, Hon. Speaker. I agree that everyone has the right to petition. I concur with what Hon. Amollo Otiende has mentioned. It is not just the Deputy President; even the deputy governor is restricted to two terms. Factually, the Petition is founded on the wrong premise that it is only the President and the Deputy President who have term limits. As the Petition goes to the Committee, I would like them to look at whether it offends the provisions of Article 38 of the Constitution, which gives everyone the right to elect a person of their choice, and whether ... view
