5 Oct 2021 in National Assembly:
The assumption, when dealing with a memorandum is that Members have a copy of the President’s Memorandum. It was circulated. It contains the justification as to why he is referring a matter back here. For this particular matter, the import is basically to task the Commissioner for Refugees to promote procurement of local goods, which will enhance growth in the development of those areas. It is very clear cut. If you read the Order Paper, it says exactly the same thing.
