23 Oct 2013 in Senate:
Thank you, Mr. Speaker, Sir. I do agree that this is a Motion that touches on counties and looking around this House, we do not have the necessary quorum. Therefore, to vote now would be an exercise in futility. Could I, under Standing Order No.51, request that the matter be deferred, preferably, to next Wednesday because we are now developing a tradition which I think is right, that voting should always take The electronic version of the Senate Hansard Report is for information purposes only. Apart from what has been stated before, we have the power that was bestowed upon us under the Constitution. If a Minister does not respond to our requests, which are made with utmost courtesy and respect, we have the powers to summon that Minister. If those summons are not honoured, we can ask, through the Attorney-General that he or she be arrested and be charged for refusing to honour summons. Either House of ...

When we began talking about it in the Cabinet, at that time, I was analogue, but from then I tried to be digital because he was speaking above my head but we are now more or less at par. It was his idea to connect Kenya to the world. As at that time, we were ...

24 Sep 2013 in Senate:
Thank you, Mr. Speaker, Sir, for giving me this opportunity also to join my colleagues in sending my message of condolences to the families of the dead and a prayer for quick recovery for those who are hospitalized. Mr. Speaker, Sir, I want to take this opportunity also to thank the Kenyan security forces. These are people who have put their lives on the line. I do not want to repeat what my colleagues have said. But maybe just to say that we really have to look at their welfare in due course, because of the extreme sacrifice that they ...
