Another instance in which the late Daniel Toroitich arap Moi protected me was when I set up about 17 task forces to deal with various aspects of the law. When the task forces were right in the middle of carrying out their mandate, I got a letter from the Treasury stating that they were not going to finance the task forces. That meant that somebody had said that the task forces were a way of the Opposition penetrating the Government. It is a point of information. I note that the Senator is talking on behalf of Persons with Disabilities (PWDs). I hope she mentions that it was during the period of President Moi that the task force to look into all laws relating to PWDs was constituted and the membership of that task force was mainly PWDs. They drafted a Bill which I piloted through Parliament; the Persons with Disabilities Bill. It was during the reign of President Moi.

Thank you, Mr. Speaker, Sir. I have three points. It was alleged by one of the counsels that this whole meeting is an illegality of the Senate. I want to clarify that it is not an illegality. As it was pointed out, when you come to the computation of time, we were not in session according to our Standing Orders in the period between the first Thursday of December to the second Tuesday of February. We were not in session, hence the Provisions of the Interpretation and General Provisions Act Section 57(b) applies. This relates to the computation of time. ...
