  • 24 Jun 2014 in Senate: Mr. Deputy Speaker, Sir, thank you very much for that information. I will continue now and take longer. I was trying to rush through the other amendments, but now that I know what my rights are, the remaining ones nitaenda pole pole kidogo.Asante sana. Mr. Deputy Speaker, Sir, when it comes to sports, we really would want to take this opportunity to ensure that the county governments play their role. They will play their role because I know under the Sports Act, there are some stadia called “national” like Kasarani, Nyayo and so on. However, we would want to encourage ... view
  • 24 Jun 2014 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity to speak to yet another Motion of Adjournment within a short span of two weeks and on the same subject. This shows that when we last had the Motion of Adjournment, in spite of the many promises that were given, both inside and outside the House, in spite of the Government’s assurance that they have now put the situation under control--- In fact, I remember the Cabinet Secretary and the Inspector-General went to Mpeketoni after the last incident but it has continued. Unfortunately, it has not only continued in that ... view
  • 19 Jun 2014 in Senate: Mr. Speaker, Sir, I beg to lay the following Papers on the Table of the House. The Report of the Standing Committee on Legal Affairs and Human Rights on Public Hearings, held on the following Bills:- (i) The Political Parties (Amendment) Bill, 2014; (ii) The County Governments (Amendment) (No.2) Bill, 2014; and, (iii) The Statutes Law Miscellaneous (Amendment) Bill, 2014. view
  • 19 Jun 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to speak on this very important Bill brought by Sen. Wangari. I must say that this is one of the very first Bills that we received as a Committee on Legal Affairs and Human Rights. She was so hot on the issue; that the gender issue was not being considered in the county assemblies. That is why she drafted this Bill. At that time, I felt that because it was just two paragraphs, it should have come under the Statute Law (Miscellaneous Amendments) Bill which we will move after ... view
  • 18 Jun 2014 in Senate: Mr. Speaker, Sir, I rise in response to a Statement requested for by Sen. Billow on issues surrounding the appointment to the Gender and Human Rights Commission (GHRC). We were directed to get in touch with the Ministry of Devolution and obtain answers. We have part of the answer from the Ministry on their part. But on the key questions, they have said, and I agree with them, that we need to get the answers from the Office of the Attorney-General and the Department of Justice because according to Executive Order No.2 of 2013 that Commission falls under the office ... view

  • 18 Jun 2014 in Senate: Mr. Speaker, Sir, we shall try to expedite with the office of the Attorney-General to give us a requisite answer as quickly as possible. I think they will co-operate. They have not given me cause not to co-operate. So, two weeks will be in order. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view

  • 18 Jun 2014 in Senate: Mr. Speaker, Sir, I want to agree with you. The letter says:- “Request for information from the National Gender and Equality Commission (NGEC). Secondly, also request the Public Service Commission (PSC) to provide---” There was a bit of delay there because we were chasing the wrong horses; the Commission itself and the PSC. It is only later we learnt that information should come from the office of the Attorney-General who submits the list to the President for signature. I agree there was a delay, but it is because of that confusion. view
