It is important that our children are taught values. In olden days, grandparents taught our children what to do and what not to do, but now that is gone. this to the teachers, but the teachers are foreigners to the children. Their parents are the ones they know in all manners and corners. I know parents do not have an opportunity to spend time with their children and that is why things are getting out of hand. So, action needs to be taken. This nation should spend some of its resources educating its people so as to change their attitudes and values in order to help it grow. I believe that if there was no corruption, Kenya would be at par with Singapore and Malaysia. I am talking about ...

Hon. Temporary Deputy Speaker, thank you for giving me this opportunity so that I can add my voice in support of the Bill. I, however, see quite a number of challenges in my constituency, as well as the other constituencies that I have visited. Let me start by saying something about the teachers. The teachers we have for ECD are, in a number of cases, just picked from amongst the population surrounding the centres. They are not well trained. Therefore, they are ill-equipped for the exercise they are required to undertake. When I say that, I mean there are certain ...

comparison to the situation in a constituency such as mine. Some of the buildings the children are in are condemned. This does not apply to the ECDE classes alone. I have so many condemned classrooms both in primary and secondary schools. When I say this, I throw my mind back to what happened yesterday when the CS for education closed down a school within Nairobi. The classroom which caused that bad incident ought to have been condemned before. If our education is to continue smoothly and with some safety, I would urge very seriously that the Government checks the kind ...

member of that Committee and I know the efforts he and his deputy have put in the exercise that gave rise to what we are discussing now. I support the Bill, but I have some reservations. I know we increase some tax rates in order that we can get enough money to achieve the Kshs30 billion which is in the statement. This was a noble cause. But we also decreased the rate in order that we could encourage investors. Sometimes, I wonder what Kenya can do, because when I look at the situation critically, we do not need to even ...

Hon. Temporary Deputy Speaker, my colleagues have referred to capital gains. In my mind, I tend to believe that there may be more negativity to this taxation than what we may gain because we will be discouraging those who are doing property business. I think we can look for an alternative. But the worst of them is when we touch on outside catering, fumigation and digital platforms. These are areas which new and ordinary people have entered into. They went into these businesses because they could not get any other business. They have stayed unemployed for long and now we ...

I believe we would gain more if they are not taxed. That is because if they are taxed and they fail to continue with that kind of business, I am sure they will go to the alternative of thuggery, which is very dangerous. That is why we have to be very careful and look at the impact of any tax that we are starting or increasing. I have an opinion that this area must be looked into very carefully and immediately. Moving from zero-rating to exempting maize and maize products is another one which is going to create a lot ...
