  • 7 Aug 2019 in National Assembly: Fishing is becoming a very important industry in this nation. People are taking to fishing almost everywhere. We know fish ponds are now spread all over the country. We also have to remember that other fishermen from without this country are invading our fish markets. We have heard of fish importation from China although some of us do not like fish from China. I think Mr. Ochieng’ Mbeo’s appointment will give us the kind of fish we need. I am glad, Hon. Mwashetani said they are expecting improvement in the fishing industry at the coast with Ochieng’ Mbeo’s appointment. In ... view

  • 31 Jul 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. The election system in Kenya has given the country a very bad and hard time in each election year. We need to be very careful when we are handling an issue that is connected with elections. I acknowledge that the Committee did a good job. There is no question about that. But it is the question of handling the election system in piecemeal that is my concern. We need to handle the election system in total, at one time. That is so that we can marry each bit of ... view
  • 31 Jul 2019 in National Assembly: remain with no homes to go to and some sleep in the streets, just because of the election. Why should we be a country that begins to count our deaths even before the election because we know for sure that the election will leave us with deaths? Because of that, I would say that we look at the election system, the panel they have proposed here, the actual members of the commission and even the system we should use. For example, could we use a biometric system in the elections? We have tried this manual system. We know what happened. ... view
  • 30 Jul 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this important Report. At the outset, let me say that I support the idea of appointing PKF Kenya to audit the accounts of the Office of the Auditor-General. The Auditor-General has done a good job. I must salute him for that. It is only important that we now reach a stage where he can also be audited. In doing so, we will be giving the Auditor-General confidence in his work, if he gets a clean bill of health. That is something that will also give confidence ... view
  • 30 Jul 2019 in National Assembly: One of the Members mentioned something which is very important. He said that we should also consider the staffing positions in the Office of the Auditor-General and elsewhere. I support this. It is a very important issue in Kenya. We should not just look at the Auditor- General when we are talking about the breakdown of the staffing positions. If we look at this issue in other areas of our Government functions, we will know that perhaps we are not doing justice to various communities within this beautiful country. The only observation I note is the request for this auditor ... view
  • 30 Jul 2019 in National Assembly: As I end my contribution, let me also add my voice to what has befallen this country within this month. We have lost three very important people in this country. Let me refer to our colleagues, the late Hon. Okoth and Governor Joyce Laboso. It is a sad thing that we are losing very important people to cancer. This is a big challenge that this country must look into so that we can find out, if possible, the cause. It will give us an opportunity to find remedial actions that this country needs to take. The electronic version of the ... view

  • 24 Jul 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity. I see this Report in two parts. The first part is on the need and the second one is the process. With regard to the need, the Report is good because we need protection of our airspace and land. We need protection even in our seas. We need to be protected. On that score, the The electronic version of the Official Hansard Report is for information purposes only.
