  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also want to thank the Minister for the Statement that he has issued. I am a bit disappointed though, that we are slipping back. Our roads 654 PARLIAMENTARY DEBATES April 17, 2007 have been spoilt very much by oil tankers. It has been our hope that with the pipeline, we would reduce the tankers that ply our roads. Certainly, when we concessioned our railways to a private company, we had hoped that it will reduce the destruction of our roads and rail transport would become very efficient. Now, the Minister has said that more ... view
  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wanted to raise the question of function, but since my colleague, hon. Arungah has raised it, I do not need to repeat what he has asked. view
  • 5 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move the following Motion:- THAT, this House adopts the Report of the 115th Inter-Parliamentary Union (IPU) Assembly held in Geneva, Switzerland from 15th to 18th October, 2006 laid on the Table of the House on Thursday 7th December, 2006. Mr. Temporary Deputy Speaker, Sir, the IPU (Inter-Parliamentary Union) Assembly and its related meetings took place in Geneva, Switzerland on 15th to 18th October and was hosted by the IPU. The IPU is the sole international organisation which represents legislative branches of governments on a global scale. Currently, the IPU has a membership ... view
  • 5 Apr 2007 in National Assembly: establishment of representative democracy. The IPU has over the years served to provide a backdrop for parliamentary diplomacy and, on numerous occasions, when relations between the executive branches of governments have reached a stalemate, parliamentarians have managed to negotiate a way out of the impasse. Mr. Temporary Deputy Speaker, Sir, in accordance with Article 11, Sub-Paragraph 2 of the Statutes and the Rules of the IPU, ACP-EU, on behalf of the executive committee of Kenya National Assembly Group, we nominated the following members to represent our Parliament during the IPU 115th Assembly: As is the tradition, these hon. Members were ... view
  • 5 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to ask hon. Prof. Maathai to Second this Motion. I am sure she is equal to the task. view
  • 4 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to second this Motion, and first to say how proud we were, as a country, to host the 114th IPU Conference in May, 2006. To get to that point of hosting the Conference, of course, it took time. Those of us who had participated in IPU Conferences before vied for it and were elected as a host for this major Conference. Not every country that makes a request is able to host the Conference. It is due to the political stability and the multi-party democracy that we enjoy in this country that we ... view

  • 29 Mar 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. At the outset, I want to say that the President's Speech was well prepared to paint the positive aspects of the achievements of this Government, and they have made effort in many ways. Certainly, the free primary education is something that we are proud of in this county. It has brought many children on board who may have been ignored or who could not have afforded to go to school. We commend the Government for that achievement. But we have to point out ... view
  • 29 Mar 2007 in National Assembly: adherents against matatu operators on Kiambu Road. We have witnessed people being shot. We have heard of buses with passengers being carjacked, and it looks as if the Government is unable to control the situation. Mr. Temporary Deputy Speaker, the Government must come out very strongly and take a very strong stand on the issue of insecurity in this country. Investors cannot continue to come and invest in this country even if the economy is growing, and we also reduce the number of licences required for one to invest to ensure that investors can come here. Even if tourists want ... view
