  • 1 Dec 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for granting me this opportunity to also go on record and congratulate His Excellency the President for a very good State of the Nation Address. If you allow me, from the village where I come from, we have a famous saying which states, “A human being will always count what has not been given but rarely what has been given.” Listening to my friend and agemate, Hon. Ndindi Nyoro, I feel like he has chosen not to count what has been given but what has not been given. Just to highlight a few things ... view
  • 1 Dec 2021 in National Assembly: With those few remarks, I do support and congratulate the President. Where I come from, we say, “Give us the direction.” We want to follow the direction that he will give us and ensure that his legacy goes into the right hands. view
  • 25 Nov 2021 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to support the Motion by the Chair of the Departmental Committee on Transport, Public Works and Housing. At the outset, I was also very disturbed when I saw the amendment that was being proposed. I really want to thank Hon. Speaker and the Chair of the Committee for rescinding the decision to have the amendments. I am not an engineer by profession but I am a teacher. I can tell you I know very little about road construction and engineering. It is very important to open this specialisation sector. Talking ... view
  • 24 Nov 2021 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to ask Question No. 494 of 2021 to the Cabinet Secretary for Public Service, Gender, Senior Citizens Affairs & Special Programmes: - (i) What steps is the Cabinet Secretary taking to ensure that funds are disbursed to the Youth, Persons with Disabilities (PWD) and Women in Gatundu North Constituency who have not benefited from disbursement of Uwezo Fund since 2017? (ii) Could the Cabinet Secretary explain the steps taken by the Ministry to ensure that Uwezo Funds disbursed to various groups and individuals are not misappropriated? (iii) Could the Cabinet Secretary ensure that ... view
  • 1 Dec 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I may not be a lawyer, but I want to disagree with the Leader of the Majority Party. The issue here is about us, as a House, prescribing that in case you are aggrieved or you do not agree with that, then you can go to court. It is very automatic in the Constitution that if there is conflict in law, then you can go to court for interpretation. That is my understanding. view
  • 23 Jun 2020 in National Assembly: Hon. Deputy Speaker, I rise to ask the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development and Public Works the following Question: The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 23 Jun 2020 in National Assembly: (a) What is the status of the construction of Gatukuyu–Kairi–Matara road in Gatundu North Constituency? (b) Could the Cabinet Secretary give the names of the firm(s) or individuals awarded the contract for the construction of the road, the amount of money paid to date and how much is outstanding considering that only one-third of the 30 kilometers has been constructed, yet the project is behind schedule as it was expected to be completed in June 2019? (c) Could the Cabinet Secretary confirm that the project is being implemented as per the required standards considering that the 10kms stretch constructed so ... view
  • 11 Mar 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I wish to add my voice in supporting the Report of the Committee on the State of the Judiciary. Allow me to confess that before my election, I had never had a court case. Interestingly, I got a petition and I was able to understand very clearly the saying that justice delayed is justice denied. I commend the Committee because they have tried to highlight and focus on the main areas and challenges that the Judiciary is facing. I appreciate the fact that they have a very deliberate and strategic plan on sustainable judicial ... view
  • 27 Feb 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to support the Report on the Coffee Research Institute by the Departmental Committee on Agriculture and Livestock. As I was going through the terms of reference, I felt that the Report is lacking in one of the terms of reference, number four. view
  • 27 Feb 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I think this Report is lacking in the term of refence number four where they were supposed to look at the support the Ministry is giving to the Coffee Research Institute. We needed to hear what the Ministry is doing in this area and whether they are aware of the current state of the institute. I come from the coffee growing region and it is very saddening that we are talking about the challenges that have been highlighted in this Report. As a country, we recognise that agriculture plays a critical role in the ... view
