  • 17 Nov 2021 in National Assembly: The Bill also creates a structure that ensures that there is transparency and accountability in how affairs of the groups are managed and run. When I look at some of the clauses of this Bill, in Part II, there is a creation of the position of Director of Social Development and under that, there is a social development committee. The social development committees are to oversee the small groupings in the rural areas and in urban areas to ensure they comply with the law and protect the interest of the registered members. Time and again, we have had occasions of ... view
  • 17 Nov 2021 in National Assembly: or some of the members. This law comes up with other mechanisms like how to mediate among members who have issues among themselves and how to pursue such people. The guidelines are given under Clause 22 of the Bill. It also provides that the group shall establish and maintain an official and physical address. Many of the groupings in the rural areas are amorphous. They are briefcase groups. You do not know where to find their office because they do not have any. Many meet under a tree or somebody’s house. Therefore, in case of embezzlement of money or conflict ... view
  • 17 Nov 2021 in National Assembly: Finally, the community group shall maintain financial records as per Clause 31. The financial records of the group are supposed to be maintained for, at least, a minimum of seven years so that in future, in case of financial issues being raised, we can go back and look at the records for the last seven years and decide whether money has been lost or not or the issue at hand can be answered appropriately. It is a law that is timely and if implemented, will help in actualising and reducing the level of unemployment in the rural areas. It will ... view

  • 10 Nov 2021 in National Assembly: It is. Thank you, Hon. Deputy Speaker. I stand to support the Report. The appointment of these persons to the Privatisation Commission is timely given that it has been operating without the required number of members. Looking at the Report tabled by the Departmental Committee on Finance and National Planning, I have no doubt that the Commission is competent enough to do its work. Having not received any adverse report on any of the appointees, it means that they are ready to work for our country. They are competent and they are the right persons to fill the positions. Looking ... view
  • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am happy about this Sessional Paper No.1 of 2021 on the National Water Policy. This policy is about equitable distribution of water to all citizens of this country. It is about water for irrigation and safe drinking water to all the citizens of this country. It is also about how to conserve water sources and make sure that water is not polluted. It is true. I have been to Ndakaini and can assure you that the several times I have run there, we have not had water, not only to drink, but also ... view
  • 13 Oct 2021 in National Assembly: have heard stories about Ndakaini, Arror and Kimwarer dams and such other mega projects. The key factor should be emphasis on those small dams and water pans. In Kenya, we also have to make sure that the existing water towers are conserved. Of late, you have seen the destruction of huge sections of the Mount Kenya Forest, the Mau Forest and the Aberdares Forest. Those are critical water towers. If we continue doing that, the whole country will become a desert. Therefore, water will become a very scarce resource which will bring a lot of friction between communities that have ... view
  • 6 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support this Motion. When an opportunity presents itself, we should seize it as a country. This is a great opportunity. FedEx is one of the biggest courier companies in the world and setting a base in Kenya is a great opportunity to create employment and also learn from them. It is also a way of exchanging technology and ideas between a first world country like the USA and Kenya. With AGOA in place, it means the goods that are manufactured in Kenya – you know Kenya is part of the AGOA ... view
  • 6 Oct 2021 in National Assembly: Hon. Temporary Deputy Speaker, I support the Motion for ratification. The Motion before us is very good. As a country, we should be at the forefront in ratifying such Agreements. I am very proud that Kenya is among the first African countries to ratify the Charter on Human and People’s Rights, especially on elder people and PWDs. We all know that older people are vulnerable. The more they get older, the more we leave them to fate. Young people are running to urban centres to look for employment. It has become extremely difficult for young people to support elderly people ... view
  • 12 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support this very important Bill. This Bill tries to actualise one of the key pillars in the Big Four Agenda, that is, universal health coverage. It endeavours to make it compulsory to all persons and citizens of this country who are over 18 years to make payment to this Fund. The year before, contributions to the Fund used to be voluntary. Now this one comes to make it compulsory making sure that everyone who is over 18 years is eligible to benefit from this Fund. However, there are certain issues that ... view
