  • 12 Aug 2021 in National Assembly: time are unemployed? How do we make sure that at 18, you also benefit from the programme? At 18 and you are unemployed. How do you benefit from the programme? Hon. Temporary Deputy Speaker, when I look at this amendment, really nobody is talking about how we are going to equip the hospitals because this is where the elephant in the room is. We have many hospitals but many of them do not have drugs. They do not have the facilities. Currently in my constituency, we have a mortuary that has a capacity of 18. Every now and again, it ... view
  • 11 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. From the outset, I support this amendment Bill. Digital credit providers is a new phenomenon in this country. We are not here to kill innovation, but to support innovation and make sure that borrowing that is funded by the digital lenders is brought under the ambit of the law. The law proposes to regulate the digital credit lenders by checking their minimum liquidity requirements, approving the business model that should be operated by the lenders and also to provide framework and structures for digital lenders. I need to say that there has been proliferation ... view
  • 11 Aug 2021 in National Assembly: economy. We have to regulate that kind of borrowing. We need to have a platform that is well- structured. We have to make sure that the loans that are borrowed are meant to help the young people or borrowers. You do not borrow to bet or eat. However, that is the scenario that we are experiencing. view
  • 11 Aug 2021 in National Assembly: Under the current law, banks are prohibited from charging over 100 per cent interest on the principal amount. That is not applicable to the credit lenders. Why? Because there are no laws and regulations. Time has come to bring about a law that governs this. This piece of legislation is not only timely, but will save many of the desperate cases from being consumed by the digital lenders. I also note that quite a number of them are on this platform or the other. You borrow from this platform to repay the other. You borrow here to pay there. It ... view

  • 11 Aug 2021 in National Assembly: Again, I am reminded of the Merchant of Venice where Antonio wanted to give a collateral on behalf of his friend by getting money from a shylock, and he was told that he was going to give security in terms of a pound of flesh. Meaning if he was unable to pay, then he was to surrender a pound of flesh to the shylock. We have a similar scenario happening in this country. Who are the biggest borrowers of this money? It is our young people, the unemployed and those who need quick fix in terms of finances. Time has ... view

  • 6 May 2021 in National Assembly: Thank you, Hon. Speaker. On behalf of the great people of Mukurweini, my name is Anthony Kiai. The Building Bridges Initiative (BBI) is saving Mukurweini from being scrapped. I vote yes. view
  • 29 Apr 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. At the outset, I support the BBI Bill before this honourable House. This is a historical moment because we have the privilege of being present in this House to amend the Constitution of Kenya, 2010 for the first time through a popular initiative. I am a member of the Departmental Committee on Justice and Legal Affairs. I was involved in the deliberations that took place at Windsor for an entire week. Therefore, I have been part and parcel of constitution-making if this Bill is to pass in the referendum and crystallise into our Constitution. ... view
  • 29 Apr 2021 in National Assembly: Othaya. The fact that BBI confirms the continuation of those three constituencies is a confirmation that, indeed, Nyeri as a county immensely benefited from the BBI. That is why I will be mobilising my people of Mukurweini to support the referendum and this Bill. Hon. Temporary Deputy Speaker, elections are supposed to bring unity in this country. They are supposed to bring the people of this country together. However, after every other election where we exercise our sovereign power through the ballot, what happens is violence that basically threatens to tear the fabric of this country down the middle. Every ... view
