  • 14 May 2013 in National Assembly: On a point of order, hon. Deputy Speaker. I think it is misleading for hon. Mwaura to say that at managerial level, you cannot move from one sector to another or from one industry to another. He needs to understand that, at a certain level, you can move from Energy, Banking and ICT as long as you are at managerial level. Thank you. view
  • 9 May 2013 in National Assembly: Thank you, hon. Chairlady. I do not know whether my opinion is supporting or not supporting the inclusion of Clause 7 by hon. Nyokabi. I want to draw the House’s attention to a further amendment proposed by hon. Aden which basically covers the fear that we are looking at in seeking to add another clause to the Bill. The amendment by hon. Aden comfortably covers the fears in setting the ceilings that we seek. I can see the hon. Aden is proposing to set a ceiling of about Kshs20 billion for Parliament. view
  • 9 May 2013 in National Assembly: I was asking whether it would be in order if we are to oppose the inclusion of Clause 7 in the Bill then Members can be aware that the amendments by hon. Aden is there and we consider that. Alternatively, if we are to shoot down the amendment by hon. Aden then it is imperative that we include that Clause 7 and I support it. view
  • 7 May 2013 in National Assembly: On a point of order, hon. Speaker, Sir. I must begin by congratulating you on that very wise decision and ruling on that matter. However, as we listened to Hon. Jakoyo Midiwo speak and cast aspersions on the leadership skills of the Leader of the Majority Party, I think it was very clear to hon. Members in this House, and the nation at large that there is a problem with the leadership in the Minority Party. Therefore, I doubt whether it was even in order for Hon. Jakoyo Midiwo to ask about the leadership of the Leader of the Majority ... view
  • 7 May 2013 in National Assembly: Hon. Speaker, Sir, I am on a point of order because I am seeking your direction on whether it will be in order for individual Members to be advised to submit their names, if they wish to serve in these committees. It is very clear now that the Minority Party is not only lacking leadership in this House but they are also getting directions as to how to transact business in this House from quarters outside this House. view
  • 7 May 2013 in National Assembly: Hon. Speaker, Sir, I am on a point of order. It is clear that not only telephone calls were made by one old man from London, but also when those people arrived--- view
  • 7 May 2013 in National Assembly: Hon. Speaker, Sir, protect me from these hon. Members. That is clear from the agitation you can see from these Members! view
  • 25 Apr 2013 in National Assembly: On a point of order, Hon. Speaker, Sir. Is the hon. Member in order to mislead the House that if an oversight committee is dominated by the coalition that is in the Government will not be exercising oversight? I think it is only in order to inform the House that an oversight committee is a committee of the House and the oversight that, that committee provides is not oversight over the Legislature, but is oversight over the Executive; none of the hon. Members of this House is a member of the Executive. It is, therefore, in order for the ruling ... view
  • 23 Apr 2013 in National Assembly: Thank you, hon. Speaker, Sir. I am, indeed, very proud to be representing the great Kikuyu people in this House, and I rise to support the Motion on the Committee of Appointments. However, as we talk about regional balance, I think we will be asking the Committee and, indeed, His Excellency the President, when it comes to appointments not just of Cabinet Secretaries but to all other positions to not only consider regional balance but also meritocracy and integrity of the people who will be appointed to these offices. Hon. Speaker, Sir, we will be asking those of us from ... view
  • 23 Apr 2013 in National Assembly: Hon. Speaker, Sir, would I be in order to ask whether - since it was my maiden speech that was interrupted - I would be in order to ask for your sympathy to have my five minutes? view
