  • 16 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this Motion. My name is Kimani Ichung’wah, the Member for Kikuyu. This Motion has been preventing the House from conducting its business for the last few weeks. It is important to also congratulate the Minority as hon. Ababu has done for the magnanimity to accept reality as it is today. This is because the current Standing Orders are very clear on the chairs of both PAC and PIC. This also applies to the composition as to who will hold the Majority in those two committees. However, in the spirit of moving ... view

  • 14 May 2013 in National Assembly: Hon. Deputy Speaker, Sir, I would like to tell the Member who has just spoken that we have only 18 Cabinet positions and we have 42 communities in Kenya. I do not know how divisible that is to represent each and every community. I rise to support this Motion. I would like to start by commenting on the nominees, especially, Mr. Aden Mohammed and Mr. Macharia. Mr. Aden Mohamed has been running a multi-national bank with a balance sheet of over Kshs300 billion, Mr. Macharia has been doing more than Kshs200 billion and Ms. Omamo has been the Chair of ... view
  • 14 May 2013 in National Assembly: On a point of order, hon. Deputy Speaker. I think it is misleading for hon. Mwaura to say that at managerial level, you cannot move from one sector to another or from one industry to another. He needs to understand that, at a certain level, you can move from Energy, Banking and ICT as long as you are at managerial level. Thank you. view
  • 9 May 2013 in National Assembly: Thank you, hon. Chairlady. I do not know whether my opinion is supporting or not supporting the inclusion of Clause 7 by hon. Nyokabi. I want to draw the House’s attention to a further amendment proposed by hon. Aden which basically covers the fear that we are looking at in seeking to add another clause to the Bill. The amendment by hon. Aden comfortably covers the fears in setting the ceilings that we seek. I can see the hon. Aden is proposing to set a ceiling of about Kshs20 billion for Parliament. view
  • 9 May 2013 in National Assembly: I was asking whether it would be in order if we are to oppose the inclusion of Clause 7 in the Bill then Members can be aware that the amendments by hon. Aden is there and we consider that. Alternatively, if we are to shoot down the amendment by hon. Aden then it is imperative that we include that Clause 7 and I support it. view
  • 7 May 2013 in National Assembly: On a point of order, hon. Speaker, Sir. I must begin by congratulating you on that very wise decision and ruling on that matter. However, as we listened to Hon. Jakoyo Midiwo speak and cast aspersions on the leadership skills of the Leader of the Majority Party, I think it was very clear to hon. Members in this House, and the nation at large that there is a problem with the leadership in the Minority Party. Therefore, I doubt whether it was even in order for Hon. Jakoyo Midiwo to ask about the leadership of the Leader of the Majority ... view
  • 7 May 2013 in National Assembly: Hon. Speaker, Sir, I am on a point of order because I am seeking your direction on whether it will be in order for individual Members to be advised to submit their names, if they wish to serve in these committees. It is very clear now that the Minority Party is not only lacking leadership in this House but they are also getting directions as to how to transact business in this House from quarters outside this House. view
  • 7 May 2013 in National Assembly: Hon. Speaker, Sir, I am on a point of order. It is clear that not only telephone calls were made by one old man from London, but also when those people arrived--- view
