  • 23 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, it is “Ichung’wah” because “Chungwa” means “orange” and my name has no relation at all to oranges. view
  • 23 May 2013 in National Assembly: I rise to support this Motion. At the outset, I want to say that I was very much inclined to oppose it; but after a fruitful discussion with hon. Odhiambo-Mabona, I understood the very serious problems that people in the traditional fishing areas have. These are problems that we are also alive to in the areas where we come from. I rise to support this Motion on the understanding that the grants that we propose to be given to farmers, who are involved in fishing will not be restricted to fishing around water bodies. The grants will also be accessible ... view
  • 23 May 2013 in National Assembly: I, therefore, support the establishment of a board or an authority that will specifically deal with fisheries. view
  • 22 May 2013 in National Assembly: Thank you, hon. Speaker, Sir. I have two clarifications to seek from the Leader of the Majority Party. The genesis of the Statement sought by the Member for Ugenya was a newspaper article by the Daily Nation Newspaper and he has clearly told this House that what the newspaper reported was not accurate. Had the DailyNation sought any kind of clarification from the Office of the Deputy President before they printed that article a few days ago? Secondly, yesterday when the Member for Ugenya was asking why the Deputy President could not use the Presidential Jet, he asked the Leader ... view
  • 16 May 2013 in National Assembly: Hon. Deputy Speaker, as much as I agree with my colleagues on the need to stick to procedure, at times, desperate times call for desperate measures. We all know that we have been dilly-dallying. We are the ones who have delayed the formation of committees for obvious reasons. The measure that was taken to change the Standing Orders was, indeed, desperate. To break that impulse there was need to take that drastic action. Therefore, I sympathize with the Mover of the Motion. I know that they have not had enough time and in consideration of the need to proceed expeditiously, ... view
  • 16 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this Motion. My name is Kimani Ichung’wah, the Member for Kikuyu. This Motion has been preventing the House from conducting its business for the last few weeks. It is important to also congratulate the Minority as hon. Ababu has done for the magnanimity to accept reality as it is today. This is because the current Standing Orders are very clear on the chairs of both PAC and PIC. This also applies to the composition as to who will hold the Majority in those two committees. However, in the spirit of moving ... view
  • 16 May 2013 in National Assembly: But I have finished my contribution, hon. Deputy Speaker. view
  • 14 May 2013 in National Assembly: On a point of order, hon. Speaker, Sir. view
  • 14 May 2013 in National Assembly: Hon. Deputy Speaker, Sir, I would like to tell the Member who has just spoken that we have only 18 Cabinet positions and we have 42 communities in Kenya. I do not know how divisible that is to represent each and every community. I rise to support this Motion. I would like to start by commenting on the nominees, especially, Mr. Aden Mohammed and Mr. Macharia. Mr. Aden Mohamed has been running a multi-national bank with a balance sheet of over Kshs300 billion, Mr. Macharia has been doing more than Kshs200 billion and Ms. Omamo has been the Chair of ... view
  • 14 May 2013 in National Assembly: On a point of order, hon. Deputy Speaker. I think it is misleading for hon. Mwaura to say that at managerial level, you cannot move from one sector to another or from one industry to another. He needs to understand that, at a certain level, you can move from Energy, Banking and ICT as long as you are at managerial level. Thank you. view
