Thank you, hon. Chairlady. I do not know whether my opinion is supporting or not supporting the inclusion of Clause 7 by hon. Nyokabi. I want to draw the Houseâs attention to a further amendment proposed by hon. Aden which basically covers the fear that we are looking at in seeking to add another clause to the Bill. The amendment by hon. Aden comfortably covers the fears in setting the ceilings that we seek. I can see the hon. Aden is proposing to set a ceiling of about Kshs20 billion for Parliament.

I was asking whether it would be in order if we are to oppose the inclusion of Clause 7 in the Bill then Members can be aware that the amendments by hon. Aden is there and we consider that. Alternatively, if we are to shoot down the amendment by hon. Aden then it is imperative that we include that Clause 7 and I support it.

On a point of order, hon. Speaker, Sir. I must begin by congratulating you on that very wise decision and ruling on that matter. However, as we listened to Hon. Jakoyo Midiwo speak and cast aspersions on the leadership skills of the Leader of the Majority Party, I think it was very clear to hon. Members in this House, and the nation at large that there is a problem with the leadership in the Minority Party. Therefore, I doubt whether it was even in order for Hon. Speaker, Sir, I am on a point of order because I am seeking your direction on whether it will be in order for individual Members to be advised to submit their names, if they wish to serve in these committees. It is very clear now that the Minority Party is not only lacking leadership in this House but they are also getting directions as to how to transact business in this House from quarters outside this House.

Member in order to mislead the House that if an oversight committee is dominated by the coalition that is in the Government will not be exercising oversight? I think it is only in order to inform the House that an oversight committee is a committee of the House and the oversight that, that committee provides is not oversight over the Legislature, but is oversight over the Executive; none of the hon. Much, obliged Hon. Speaker, Sir. Since I had thanked the great people of Kikuyu whom I represent I will just go straight to commenting on the Presidential Address. I had mentioned that the people of Kikuyu and, indeed, the entire country is eagerly waiting for the framework of the consolidated women and youth fund; many of our women and youth are eagerly waiting for this fund to embark on business and create job opportunities in this country.
