In terms of infrastructure, because the Government itself is a consumer of credit and is a client for credit, I am sure we will also get credit for even our infrastructural development. The Jubilee Government has so far tarmacked a number of kilometres of roads. It has done this in the short time it has been in power. When Jubilee took over the Government, it promised to tarmack very many kilometres of roads. I have seen that happen in my constituency because already 10 kilometres of tarmac have been done. This is the first this has been done in my ...

Recently, I saw a company asking people to invest in houses somewhere in Kitengela – a unit in the apartments go for Kshs3 million. You will be amazed at the number of people who showed interest. So, I support this idea whose time has come. We will bring amendments during the Third Reading to whatever is missing in the Bill. I support.

Thank you, Hon. Speaker. I stand to support this Bill that intends to regulate the insurance industry. Just like any other industry, there is great need to control the operations in that very important industry. Insurance is one of the key pillars in commerce. Without insurance, it is difficult to carry out trade. Insurance has gone further to play a big part in assuring the welfare of families. We have life insurance which guarantees continuity even after the breadwinners of families are gone. It is, therefore, very important to regulate this industry. If insurance is not properly regulated, if there ...

an independent candidate. Maybe, therein, I will have my insurance. The crafters of the Constitution were clever in leaving that small window. Maybe, after all doors are closed, we could use that window after nominations and other processes were not properly done. That was our insurance. So, when I stand here to support insurance, it is because of such great things that happen. I stand to support. Thank you very much.

Thank you, Hon. Speaker. I would like to speak in support of what my colleagues have said and to reiterate that this country, first and foremost, belongs to Kenyans. We cannot give preferential treatment to foreigners in as far as land matters are concerned. We have a situation where in Siaya, as I have heard, 22,000 acres of land have been given to a foreigner. After being given those 22,000 acres of land, as is characteristic of some of those investors, they abuse the locals, pay them little and delay their salaries. When you come to a place like Laikipia ...

Hon. Speaker, I tend to concur with the Members who spoke earlier on. As much as this Bill has to deal with health, there is an element of foreign affairs and defence in it. The input from the Departmental Committee on Defence and Foreign Affairs, just like the British Army Bill that we had about Nanyuki, you will not just look at it in isolation. There are issues of defence and foreign affairs. So, it is also important that that committee gives its input even as they prepare to give a full Report.

Thank you, Hon. Speaker, for noticing that I am a little agitated. I may not be a lawyer, but I am not sure that the procedure for re-committal is proper. That particular Bill came to the Committee of the whole House where it was passed. I do not know whether you can recommit what has already been accepted in the House. I have tried before to recommit clauses in this House and I was told that the ship had already left the dock. I was not allowed to recommit. When the Report of the Committee of the whole House was ...

Hon. Speaker, I would like you to give guidance on the procedure of recommitting clauses in Bills. If it, indeed, left the dock, we would wait for it to be assented to and afterwards, it would be brought back here to be amended according to our own laws and procedures.
