  • 24 Oct 2013 in National Assembly: That also brings to mind the impending Bill on harambees. Members of Parliament should really not be seen as agents of harambee donations when these people ask you for money day in, day out. I mean, by coming to Parliament, you do not suddenly sit on a goldmine that has no owner and all you have to do is put your hands below the mine and bring out all that money that is needed. view
  • 24 Oct 2013 in National Assembly: So, hon. Temporary Deputy Speaker, I believe this particular Bill is timely to bring about discipline in politics. It will also give other people opportunities and also to disabuse all of us of the notion that you use so much money and then you go back and look for so much money to give back. I am sure even institutions like the Constituencies Development Fund (CDF), whenever they have been used badly it is because of the desperation of these MPs so to speak who would want to meet the demands on the other side. That is not the way ... view
  • 24 Oct 2013 in National Assembly: Therefore, hon. Temporary Deputy Speaker, I support. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 16 Oct 2013 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. I rise to support the amendments moved by the Chairman of the Departmental Committee on Finance, Planning and Trade which will allow the microfinance to operate more effectively, and in particular, when we talk about microfinance being allowed to deal in FOREX, receive and also trade locally. view
  • 16 Oct 2013 in National Assembly: We have very many areas of this country where the only financial service that is available is through either the microfinance institutions or co-operative societies. It is rather sad that co-operative societies have not been brought in and yet we know that today the SACCOs are playing a very big role in financial services across the country. Probably, the Chairman, at a later date, may consider having the co-operative societies or the SACCOs enjoy the same freedom as the microfinance institutions. In a layman’s language, we now have microfinance institutions also being allowed to do standing orders not just among ... view
  • 16 Oct 2013 in National Assembly: In future, we may look at the possibility of amending the Co-operative SACCOs act so that they may also enjoy the same freedom. view
  • 2 Oct 2013 in National Assembly: On a point of order, hon. Deputy Speaker. On the issue that we are debating heatedly, there was a court ruling before we went for the elections. Many of those who are sitting here today would not even have been able to contest elections were that particular ruling not made; that presumption of guilty would only occur when you have gone through the court process and have been proven guilty. view
  • 2 Oct 2013 in National Assembly: Hon. Deputy Speaker, I have suffered the same kind of treatment that some Members of this House would want to subject Muhoro to. Before the elections were conducted, somebody went to court accusing me of hate speech, which was not valid. If the elections were not pushed to March, I would not have contested and injustice would have been done to me. That is the same kind of injustice that some Members want done to this innocent Kenyan. view
  • 2 Oct 2013 in National Assembly: He is innocent. He has not been proved guilty. So, he is innocent. If the Members can allow me to finish making my point, let us not use these strange methods to prevent people from ascending to certain positions. If we allow this to continue, every other time somebody will be appointed--- view
  • 2 Oct 2013 in National Assembly: Hon. Deputy Speaker, as a member of that Committee, I would like to say that there was nothing wrong with the qualifications of the nominees. It was just the procedure involving only two nominees. So, it is not right to say that they were not nominated properly; they were nominated properly; only two were nominated irregularly. That is why I will be moving an amendment; I have already given a notice of it. view
