Let me say that the best thing that can be done is to terminate this whole process, the contract, or whatever took place, so that we can stop further suffering of Kenyans. We would have seen the RVR introduce passenger services to Kisumu, improve the class of transport to Malaba, Busia and Kampala, which we had previously before it collapsed. Now they say they have put in money but the thing is dying off. Turning to the airports, which are also important to us, hon. Members have talked about the Kisumu Airport, particularly, Mr. Sungu, under whose constituency it falls, ...

Why should the Ministry allow such an important airstrip, which is the only link--- Mr. Temporary Deputy Speaker, Sir, it is close to Uganda and the people in that area have been hoping that it would be improved to ensure that we also fly there in the event of some emergency and while on other business. The Minister, and the Ministry of Transport, should consider improving the Bungoma Airstrip, because some unscrupulous Kenyans, members of the previous regime, in the then ruling party, KANU, had sub-divided a section of the airstrip and had wanted to grab it. It was not ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to also contribute to the debate on this very important Ministry's Vote. I believe that the hon. Members who spoke before me have very well articulated the main issues of concern to us all. So, I do not want to repeat many of them. I want to also say that Members of Parliament travel widely. They visit many countries on parliamentary work, educational tours, et cetera . Such visits bring hon. Members into contact with Members of the Parliaments they visit. Mr. Temporary Deputy Speaker, Sir, it is, ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for drawing his attention to this very important issue. Mr. Temporary Deputy Speaker, Sir, it is important that this Ministry makes available information to Parliament. A case in point is the one we had in the Hague, where we were threatened with loss of property which was to be attached. What happened to that property? Nobody knows! Whatever the Ministry did, whether the matter is in court somewhere or not, it is important that we know what is happening. Mr. Temporary Deputy Speaker, Sir, if you look at our neighbours in the East ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to also contribute to this very important Motion. Mr. Temporary Deputy Speaker, Sir, I want to state at the outset that I also support this Motion. I want to urge the other hon. Members in the House to support and pass it in order that we create an enabling environment which will help to enhance the issue of employment in this country. Mr. Temporary Deputy Speaker, Sir, I did not get anything of substance from the Assistant Minister in his reply when he opposed this Motion. I think ...

Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Bill. Mr. Temporary Deputy Speaker, Sir, this Bill will definitely ban smoking in all areas. I am sure hon. Muturi will be affected because he is one of those who smoke in many places. I also come from a tobacco growing area and some of my constituents also grow it. Mr. Temporary Deputy Speaker, Sir, before I come to that, I will first make a comment on July 5, 2007 PARLIAMENTARY DEBATES 2337 one of the issues in this Bill, ...

Mr. Temporary Deputy Speaker, Sir, I was just coming to that. Subsection 8 talks about my own dwelling house. Why do you stop me from smoking there? At the end, parts (q) and (r) name; stadia, sports and recreational facilities, public buildings, et cetera . If you look at that list of all those prohibited areas--- and then finally they say, "except designated areas." Which are those areas? Unless you want to tell us that smoking is not allowed completely. If you go by the list of prohibited areas, it means that you cannot smoke anywhere. We need to re-look ...

Mr. Temporary Deputy Speaker, Sir, we need to move along with the rest of the society when we want to address these issues. We cannot do it in isolation. Certain steps will have to be taken to see that people are encouraged to stop smoking. Even my brother-in-law who is walking in now is a chain-smoker.

Mr. Temporary Deputy Speaker, Sir, it is very difficult to stop. The point that I am trying to put across is that we need to be very fair and look at the issues broadly. If we want people to change and change the smoking culture, let us do it in a good manner. If you ban it, it will affect very many people. This is indirectly banning smoking. This is in essence, what is provided for in this Section 33. I want to state that I agree with the spirit of this Bill because smoking is harmful. What worries me ...
