  • 5 Jul 2007 in National Assembly: Yes, the Mover of the Bill is a smoker. It is so contradictory. While I can understand--- 2338 PARLIAMENTARY DEBATES July 5, 2007 view
  • 5 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is only the Speaker who has the power to decide whether I am out of order and not any other hon. Member. The point that I am saying is that people look at doctors as people who are supposed to set a good example. If you confirm that it is really harmful and you are telling your patients who have signs of suffering from some disease related to smoking and you are advising them to stop smoking but they see you smoking, how do you want those patients to feel? For example, if teachers ... view
  • 5 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am just trying to explain the point. I am now talking about teachers. There is some provision on advertising which I also want to mention. For example, if you look at Sportsman which is a registered brand name, the youth and the people who participate in sports usually think that Sportsman is good for a sportsman or for someone participating in sports. Look at the one which Mr. Muturi smokes; Embassy. It says: The smooth way to go places. It is smooth all the way. That is the kind of advert you will find ... view
  • 5 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will stop attaching names. But the point that I am raising is: For example, Clause 2, defines lifestyle advertising as: Advertising that associates a product with, or evokes a positive or negative emotion about or image of, a way of life such as one that includes glamour, sensuality, recreation, excitement, vitality, risk or daring. For example, do you not find the word "sportsman" on cigarettes appealing to a principled sportsman? It dictates that if you want to enjoy all through, you should take it smooth all the way? As I said, the kind of ... view
  • 20 Jun 2007 in National Assembly: Mr. Deputy Speaker, Sir, we are now in the final phase of the registration of voters. There are many applicants for identity cards whose applications have been acknowledged and have been issued with what is called "the half kipande. " Could the Vice- President direct that all those who have applied for identity cards and have got acknowledgement with that "half kipande " are registered as voters? view

  • 16 May 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for this opportunity, now that you have known all my names, including "Athanus" and "Misiko". Mr. Temporary Deputy Speaker, Sir, I want to start also by picking from where the hon. Muturi, the Chairman of the Committee has left, and by also thanking my colleagues, Members of Parliament, serving in this Committee. We had 55 sittings, besides the normal work that Members perform here in the House, and the other Committees Members attend. So, this is something that must be appreciated. You and I know that where we come from there is some ... view
  • 16 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you know it! So, generally, I want to appreciate the work done by the Members. It would have been very difficult because, if hon. Members were not committed to attending the sessions, particularly where quorum is required--- Quorum in the Public Investments Committee (PIC) is not three members like other Departmental Committees. It is five members. So, hon. Members are committed to ensure that the Committee succeeds in its work. We encountered various problems which the Chairman also pointed out. It is a watchdog Committee whose role is basically on behalf of this House. We ... view
