internationally. It has been happening in Libya and some other countries in the north where human beings… You and I, when we were in Port-au-Prince in Haiti, during the African Caribbean Pacific- European Union (ACP-EU) Conference, know that the matter about trade in human beings came up seriously. A very serious matter came up about human trafficking. People are being ferried from Africa to be sold for labour elsewhere. They go through the waters at the coast and end up somewhere in some countries in Europe. I am sorry to say that even the mzungu is responsible for some of ...

Drug trafficking and illegal movement of weapons is among those offences which must be dealt with head on. If a country does not prevent the use of drugs and movement of illegal arms it is exposed to risks. Generations will be lost, people will be insecure and the country will not move forward. This Bill is very important. Since my time is up, I wish to state that the amendments our Chairperson talked about have been considered by the Committee…

Thank you, Hon. Deputy Speaker. I agree with the Leader of the Majority Party. We cannot attempt to challenge the Speaker’s communication, and there is nothing out of order. We are saying that it will be very unfair to charge Members Kshs5,000. The PSC has a budget to facilitate the working of Parliament and Members coming to the Chamber for the purpose of legislation. There is no point charging Members of Parliament Kshs5,000. Therefore, I join the Leader of the Majority Party in appealing for consideration of reversal of that.

Thank you, Hon. Deputy Speaker for the opportunity to rise on a point of order. The Motion before the House is such an important Motion. Looking at the content and having recalled that we have this problem as a country and world over, in the last Parliament, we brought a Bill which this House passed. I am talking about the Counsellors and Psychologists Bill, which now is an Act of Parliament. It covers all the issues that are provided in this Motion. What is being prayed for is captured properly in the Act. So, while I have no intention of ...

Thank you, Hon. Deputy Speaker. I can see clarification concerning the matter I raised and the issues are being sort out. This Motion is urging the Government to establish programmes and interventions to encourage uptake of counselling services among individuals, families and communities to mitigate the effect of mental disorders.

This is related to the existing law and this bit should be captured to the extent of this law being implemented. Programmes should be put in place to ensure that Kenyans are served and enjoy counselling services in the society. Counselling units should be established in schools, Government departments, our devolved units, even sub-counties and sub-locations. This will go a long way in ensuring that the Motion by my sister the Hon. Member is realised. Kenyans will benefit from these services as was earlier envisaged by the law which was passed. I have no problem with the Motion going on ...

Thank you very much, Hon. Temporary Deputy Speaker for the opportunity to reply on behalf of the Mover. First, I have had the benefit to be one of the representatives of our Parliament to the IPU in the past. I thank the leadership of Parliament for having accorded me that chance to be part of the representation of the country in the past. I would like to thank Members for the contributions towards this Report. This is one of the many important Reports that need to be considered and adopted by Parliament. It gives Members an opportunity to look at ...

Gladys stressed the point of women. We all expect participation in such a forum to help bring equality and ensure that we implement the law on the same. I want to encourage colleagues that it is important to ensure that we also comply with the international conventions on protection of rights as expected and pass appropriate legislation to give effect to the same international conventions. The UN Convention against Transnational Organised Crime and its protocols on trafficking in persons and smuggling of immigrants… We recently had cases of Libya and Yemen. In Libya, it was slave trade and abuse of ...
