This Constitution of Kenya (Amendment) (No.3) Bill is one such important one. I want to thank the Departmental Committee on Justice and Legal Affairs for the good work they have done to ensure that this piece of legislation comes before the House.   • 15 Nov 2016 in National Assembly: As I support this constitutional Bill, I urge my colleagues in their respective Committees which have some pending Bills or legislations that are required for the full implementation of the Constitution, to deal with them, so that we can move on. Our country needs to enact laws which will ensure the full implementation of the Constitution. At the same time, we do not want to remain in suspense with provisions which cannot be implemented because there is no enabling legislative framework.   • 10 Aug 2016 in National Assembly: Thank you very much, Hon. Speaker. Bungoma Airstrip is also in western region, but the Petition by Hon. Shinali brings out a very important issue. The airstrips were established strategically in parts of Kenya. Kakamega Airstrip was well thought out to facilitate communication within the country. There is no functional airstrip in western Kenya today except Kisumu Airport. The airstrips in Kakamega, Bungoma and Busia are not functional. This must be a lesson to us Members of Parliament that when we are passing a law, let us be mindful of clauses which will make it difficult for the law to be operationalised. Temporary Deputy Speaker, as I contribute on this important Bill, last week, I had cases where members of the civil society were struggling with the administration in Western region, particularly those responsible for human rights activities.
