I want to stress that very good laws have been passed in this country and even the Constitution but, there are some areas of the Constitution which cannot be effected before an enabling supporting Act is passed. Busia, like any other border point, is the gateway to our country. It is also an exit point for the business community. This is an area where order is necessary. Proper planning and support to the business community are necessary to ensure economic growth and that the people in the area also enjoy their daily activities. We have village elders across the country who have been recognised from the colonial days and they have been working for this country. They are involved in dispute resolution in our villages which involve families. They also resolve cases of violence within families. They are also involved in resolution of disputes involving boundaries. They are recognised even in the eyes of the law for what they do and are consulted even by tribunals.   • 27 Jul 2016 in National Assembly: Initiative. They have been on the forefront. They know where Hon. Wanyonyi and Hon. Wangwe live. Ten or more people who live in a village are co-ordinated by the village elders. So, they are people who perform a very important role in our communities. They not only do that, but are also involved in security. Any crimes committed in the village, the first point of reference is them. The police will be asking: “Where is the Omukasa?   • 27 Jul 2016 in National Assembly: Hon. Temporary Deputy Speaker, I support this Motion and appeal to Members to also support it. Hon. Injendi, you have to find a way of moving to the next step with this Motion; possibly by engaging the Government. If the Government does not move to deal with this issue in an administrative manner or policy level, then we will push for the amendment of the law to introduce their recognition within the law so that they are also paid a salary as they do those functions.
