  • 22 Jun 2016 in National Assembly: Thank you very much, Hon. Deputy Speaker. I would like to welcome the students in the Speaker’s Gallery, especially Nyabisawa Girls Secondary School, where my sister schooled; and also Lwak Girls from Nyanza. I also welcome all the other people. As I said, cattle rustling is a criminal offence, and it ought to be treated as such. The loss of lives and property and the maiming and raping of women and the attendant destruction that cattle rustling causes ought to be dealt with within the precincts of the laws of Kenya. Also, security ought to be stepped up in the ... view
  • 22 Jun 2016 in National Assembly: I thank you very much, Hon. Deputy Speaker. It is good Hon. Cheptumo has brought this Motion. I think it is a good Motion for the people of North and South Rift. It raises issues that can be dealt with within the meaning of various Kenyan laws. I think we just need to include cattle rustling within the meaning of offences in the Victim Protection Act. I support his aspirations. The people in the North and South Rift need to get remedies for the effects of cattle rustling. Hon. Deputy Speaker, I support. Thank you. view
  • 21 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support this Bill. This is a Bill that is made in furtherance to Article 173 of the Constitution. Article 173 (2) of the Constitution anticipates the creation of a fund that shall be used for administrative expenses of the Judiciary and such other purposes as may be necessary. Article 173(4) gives the National Assembly powers to approve the expenditure of the Judiciary. It anticipates in Article 173(5) that Parliament shall enact legislation to provide for the regulation of the Fund. That is what this particular Fund seeks to do. It is ... view
  • 21 Apr 2016 in National Assembly: The doctrine of separation of powers speaks to an independent Judiciary, Legislature and Executive. Judicial independence, apart from the fact that the judges ought to be free and exercise freewill in dispensing justice, ought to also be coupled with financial independence. For a long time now, we have suffocated the Judiciary. An independent Judiciary ought to be one that is also in charge of its own purse so that they decide what to do with it. Even though I speak to an independent Judiciary that is in charge of its funds, that does not mean that the Judiciary cannot be ... view
  • 21 Apr 2016 in National Assembly: The Judiciary has done some commendable work over the past three or four years after the promulgation of the Constitution but it is also doing very badly because people still do not have trust in the overall court system. Whereas we praise them for the good work done, there is still room for improvement. If at all you are in the Judiciary, people need to believe in the court system. One of my colleagues has said it very well that the Chief Justice does not believe in his own institution. The fact that the Chief Justice of Kenya has told ... view
  • 21 Apr 2016 in National Assembly: Hon. Temporary Deputy Speaker, it is a fairly good Bill. It is a Bill that we should have done a long time, like my colleagues have said. I really hope that it makes the Judiciary operate very efficiently. Like I have said before, the Judiciary has done some very good things in terms of expansions and in expediting justice in some cases but, it has also done very badly in terms of corruption that we have seen. There is still room for improvement but so far we have tried. I hope this Bill will help them to make sure they ... view

  • 20 Apr 2016 in National Assembly: really commendable. I look forward to speak the much I wanted to do during the Motion that is coming next. I support the inclusion of the civil society in this Bill because it has played a great role in terms of climate issues. Hon. Wilber Ottichilo, congratulations! I am so happy for you that you have seen this Bill after several months of waiting. God bless you. Thank you. view
  • 20 Apr 2016 in National Assembly: Thank you, Hon. Deputy Speaker. First, I acknowledge that I am a Member of the Departmental Committee on Justice and Legal Affairs. Two, I would like to support the mediated version of the Political Parties (Amendment) Bill. The Chairman and Vice-Chairperson have ably moved it. They have explained that the purpose for which this amendment was sought was to strengthen and expand the purview of political parties that benefit from the Political Parties Fund. We are living in a country where political parties seem to be in proliferation. There are very many political parties in the whole place. Some of ... view
