• 16 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I would like to agree with the Committee on the deletion of Clause 7(c). There is an error that the Committee is trying to delete. If you see Clause 7(c) on the initial Bill, it says that the Registrar who shall be registered manager, shall be the Secretary to the Board. The Committee has introduced the same provisions under Clause 7(2) which is a new provision. What they are doing there is just tidying the Bill and I agree with the Chair. I thank you. view

First, it recommends to the Cabinet Secretary (CS) the establishment of public forests in un-alienated land. Secondly, they are trying to maintain and regularly update the geographical information system for all forests in Kenya. These two will, among other things, help the Service in making sure that we have a large forest cover. view

I understand anyone looking at it on face value would think that Clause 14(a) and (b) are the same. When looking at 14(b), it tries to anticipate the fact that training can have been done outside Kenya and it ought to be in an institution that the Board has approved, whereas Clause 14(a) is talking about an institution in Kenya. • 16 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I agree with the spirit of Clause 8. However, I would like to oppose Clause (1A)(b). I have no problem with meritocracy and I have no problem with the qualifications. However, I have a problem with the age requirement. You are putting the requirement for 10 years of experience. That is going to disenfranchise very many young people. • 16 Mar 2016 in National Assembly: I would like to support this amendment. The Trust Fund is expanding. You can introduce community forest programmes, apprenticeship and vocational training which is going to go a long way in terms of helping us to get forest cover. This is a very good inclusion and I support. view

In my lack of drafting skills, I proposed to have the qualification in the interpretation stage. The Committee has done a good job by tidying it and making sure that this falls within the body of the Bill. view

The only thing I wanted to say is that this particular Bill relates to two different categories of persons – there are those we call Health Records and Information Managers and the Health Records and Information Officers. That distinction requires that the qualifications are different. One has a diploma and the other one has a degree. view
