  • 10 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to, first of all, congratulate my very good friend, Hon. Irungu Kang’ata, for bringing these very useful amendments. First is to speak to the fact that he proposes to bring student representation to the board, which is going to be useful in terms of adding the students’ voice in the board. That is a good amendment. The second amendment stipulates that nobody is going to be denied a chance to access the loans simply because he or she is a minor. To that extent, they make parents to be trustees for ... view
  • 10 Jun 2015 in National Assembly: Board knows the semester dates and when the schools start, we ought to have a chance that there ought to be timely disbursements. The second thing I would like to speak to is that there ought to be an increase in the amount of money that is available to the Board for purposes of making loans available. Not everyone else applies for those loans. So, it is possible for the Departmental Committee on Education, Research and Technology, the next time they are doing their budget, to ensure that the Higher Education Loans Board (HELB) has a lot more money than ... view
  • 28 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I would like to support this amendment. It is an amendment in good faith. I also think there is already a law that exists that gives 30 per cent procurement issues to people of disadvantaged groups. My only proposal will be that the two levels of laws be harmonised so that they read together. Otherwise, I support because it is a good amendment. view
  • 19 Mar 2015 in National Assembly: Hon. Temporary Deputy Chairman, I would like to request my hon. Chair to agree with us not to delete this particular provision. During the Committee proceedings, there were some which were erroneously deleted. I think this is one such The electronic version of the Official Hansard Report is for information purposesonly. • 19 Mar 2015 in National Assembly: provision. There is no harm in having unexpressed provision of the law that requires the court to go in camera, especially with regard to cases like this one. It deals with privacy and violation issues, which several people might be uncomfortable with. I am, therefore, requesting our honourable Chair to agree with us that we do not delete Section 35, but retain it as it is in the original Bill. view
  • 19 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I would like to support the Chairperson of Justice and Legal Affairs Committee in this particular deletion for two reasons. One, the rules of evidence are well highlighted in the Evidence Act in terms of how to proceed with any of the evidentiary issue. Two, if you read this particular clause, it talks about issues of appeal. If a court goes to appeal, there are always two things. One, you are either appealing on a point of law or appealing on a point of fact and those are not things that you can adduce ... view
  • 19 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I appreciate the Chairman of the Justice and Legal Affairs Committee. I appreciate his use of the legal word sui generis and other such terms. However, the way this Bill has been crafted is such that it is civil-criminal. The clause says that you can go ahead with criminal proceedings but you cannot go on with civil proceedings. In civil proceedings under any other court, the orders that may have been given under this particular clause stay. We have to appreciate each other. Criminal proceedings are allowed under Clause 44 but civil proceedings, which ... view

  • 19 Mar 2015 in National Assembly: have done a very good job in terms of trying to see this go through. I thank them for being good Members of Parliament. Let me thank the hon. Chair of the Justice and Legal Affairs Committee because he did give me a chance to second this particular Bill. The first few days the Bill was being discussed, it looked like it was going to go to turbulent waters. However, today, we can celebrate with Kenyans and thank the Members of Parliament who stayed all along to support it. There are three things I would like to highlight about this ... view
  • 18 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise under Standing Order No.95. Gauging the mood of the House, and considering the fact that we have sufficiently debated this Motion, would I be in order to move that the Mover be called upon to reply?
