  • 3 Mar 2015 in National Assembly: Thank you, hon. Speaker. I also rise on the same Standing Order No.227. It is with regard to a Petition that stood committed to the Lands Committee last August. It was to do with title deeds in the Mau Forest. The Lands Committee went on a trip to the Mau Forest and they were supposed to have given a report on the same. I would like to ask the Committee when the report is going to be presented to the House. view

  • 19 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. My point of order was in reference to what my colleague was saying with regard to Clause 6. Is it in order to say that, that clause in his understanding, is ultra vires ? If you read Article 2(6) and 2(5) of the Constitution, international obligations and international rules form part of Kenya’s laws. Therefore, Clauses 6 is actually giving reference to Article 25 and 26 of the Constitution. The electronic version of the Official Hansard Report is for information purposesonly.   • 19 Feb 2015 in National Assembly: Hon. Temporary Deputy Speaker, I really think that Clause 6 is sufficiently very express. It reads, “Subject to the Constitution---”. The drafter of the Bill is trying to ensure that there is a direct concurrence and a reference to the Constitution in terms of how then you have the law superior or not superior. In my understanding and interpretation, there is nothing out of order with Clause 6 of this particular law. view
  • 18 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I would like to support this particular amendment and appreciate the fact that we need to create order of titles. This is the best we can do in these circumstances. I am in love with the penalties stated because there will be a few people who might not be willing to obey and respect the law. The penalties attached therein are sufficient to create the necessary restrictions. I support. Thank you. view

  • 20 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I will ensure that time allows my very good colleague, hon. Kisoi, to speak. So, I shall be very brief. These amendments are as progressive as they are retrogressive. On the first part, it is a beautiful amendment because it aligns the Environmental Management and Co- ordination Act (EMCA) to the Constitution. That is a good part.
