We do not need to readjust it in any manner if the effect is to give all Kenyans identification cards. That is because Article 12 speaks to that very well. If you are a Kenyan and 18 years of age, you are entitled to a passport and an identification card. But there has been a problem for those living in the Northern Frontier.
