Then you can read 127(5), which my hon. sister referred to. You can read 127(1), (3) and (5). I would like to read that Standing Order in juxtaposition to Article 1 of the Constitution, which says very clearlly that:- “All sovereign power belongs to the people of Kenya and shall be exercied only in accordance with this Constitution”. view
  • 27 Nov 2013 in National Assembly: I want you to look at Article 10 of the Constitution, which proceeds to say that:- “The national values and principles of governance in this Article bind all State organs, State officers, public officers and all persons whenever any of them–– ( a ) applies or interprets this Constitution; ( b ) enacts, applies or interprets any law; or ( c ) makes or implements public policy decisions. (2) The national values and principles of governance include–– ( a ) patriotism, national unity, sharing and devolution of power, the rule of law, democracy and participation of the people”. view

I have referred you to the Standing Order No.127(1), (3) and (5). I have also juxtaposed the same to Articles 1 and 10 of the Constitution. Are we still in order to debate this particular miscellaneous (amendments) Bill without the Committee report and public participation? That is what I would like you to rule on. view

However, it is good for us to notice that there is a tendency where when it comes to matters of the youth people dillydally from left to right. If this was an amendment that had already been proposed when the Committee discussed it, I would not see people walking towards the Chair and confusing the Chair of the Committee. Nyokabi, but I would like to bring to her attention, and other county women Members of Parliament that I support the amendment by hon. Shebesh; but I am wondering whether they understand the import of that amendment. Before I proceed to give my views; it is going to be difficult for the County Members of Parliament to make appointments under Regulation 15. They need to understand that role and be part of it.   • 19 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I wanted to support the amendment moved by hon. Shukra. I have three reasons for doing so. First, if you look at the inclusion there, there is no reason why we cannot have a female youth. I think it is discriminatory to actually distinguish between the youth and say male youth and not the female youth. That is the first part. view
  • 19 Nov 2013 in National Assembly: The second part is that this Fund is fundamentally for youth and women. Let us be considerate. I mean, it is good to be male in this particular province but I really think let us give the female youth a chance to sit on this board. Lastly, the County Members of Parliament have given so much to the Constituency Members of Parliament. There is no harm in giving them one more chance in appointing the female youth. view
