I stand to add my voice to the Election Offences Bill, especially on Clause 5 that bars candidates from purchasing election materials. This will ensure that we have fair elections. Clause 12 of the Bill bars the use of security organs. I will move an amendment to ensure that we also add security organs at county levels.   • 24 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I beg to support Hon. Olago Aluoch’s amendment and indicate that the Select Committee went out of their terms of reference with regard to what the House voted for. They were supposed to inquire into the affairs of the IEBC and recommend on how the Commissioners will vacate office and how to reform the Commission. They were not supposed to include unconstitutional matters in the Report. Therefore, I will move a further amendment once we vote on Hon. Olago Aluoch’s amendment. view

This Motion is well placed before the House because matters of betting and gambling have not been well regulated in this country. That is why we find piracy money going through casinos where it is cleaned and that amounts to money laundering. That is why we have brought this good Motion that will bring regulations and help this country. view
  • 4 Aug 2016 in National Assembly: Secondly, the CBK regulations are that you cannot withdraw more than Kshs.1 million unless you fill a form to declare the source of that cash. In casinos, they use pirate money so as to clean it. In politics where we also gamble, we have IEBC that regulates us. Why should we not have regulators for gambling? view

They have aligned the provisions of the mediated version to Article 63(1) of the Constitution. The amendment should ensure that once community land has been registered, the respective county governments should release the community money payable to the communities, including interest earned on community land that had been utilised for county government projects.   • 3 Aug 2016 in National Assembly: Secondly, this amendment seeks to ensure that as many community members as possible receive notification on matters related to community land. They have clearly indicated that they can use electronic media to reach community members and ensure that there is adequate participation in decisions relating to land belonging to communities. I also insist that in future, such forums like chiefs’ barazas should be included in such a law for effective coordination in matters related to community affairs like land issues. All treaties that are signed locally and internationally are supposed to be adopted by Parliament to actualise the provisions of the Constitution. I urge the Members to support this Treaty because we are behind schedule. We have been given a deadline of 30th June and that is why the Committee moved with speed to bring the Motion for adoption so that we can benefit from a regional trading bloc.
