Madam Temporary Deputy Speaker, I thank you for giving me the chance to contribute to this Motion. From the outset, I want to support this Motion because this very important issue came up as a result of reforms which this Parliament has undertaken. Indeed, in the old dispensation, before the Financial Management Act came into force, as Parliament, we did not have the opportunity to discuss Budget Policy Statements. It is only through reforms that this country is where it is now, in terms of alleviating poverty, ensuring education for all and ensuring that the citizens of this country live ...

Madam Temporary Deputy Speaker, therefore, global issues must not be trivialized. It is only when we address them as they are, that we will get the right direction. I am not saying that there are a lot of things that we cannot improve in this country. Certainly, there are. There are a lot of loopholes that we can seal. It is extremely important that these issues are looked at globally. I want to raise an issue on the current drought situation. This matter has not been handled properly to date. There is serious food deficiency in the ASAL areas of ...

Mr. Speaker, Sir, wildlife is very important to us. This Assistant Minister serves in that Ministry courtesy of that wildlife, but he is taking this matter very lightly. We have a mission that covers Thailand. Could he put the process in motion and ensure that they get these documents as soon as possible without getting us into the larger investigations?

Mr. Speaker, Sir, if I heard the Assistant Minister right, he has allocated some money for Road B9 - that is Isiolo-Modogashe. Thank you, Mr. Speaker, Sir. I also want to make my voice heard on the Motion which is before the House. I agree, to a great extent, with the sentiments expressed by hon. Ethuro because this is a requirement of the law. The Minster had promised before and this House should not be taken for granted. As far as we are concerned, hon. Ethuro is on the right track as the Chairman of the CDF Committee. He is entitled to raise debate so that the Ministry complies with the requirements of the law. However, on the other hand, with the ...

Mr. Temporary Deputy Speaker, Sir, having gone through all these processes, it is expected that the Treasury will quickly disburse the resources required to the Ministries without any further hiccups so that whatever has been planned is implemented as required. This is particularly in the drought stricken areas where, for a few months, food has not been supplied to Kenyans. This is a highly sensitive matter.

Mr. Speaker, Sir, I want to thank the Assistant Minister for the answer. You would know that adult education is very important in this country, and that it has been neglected for a long time. What are these âappropriateâ grades that the Assistant Minister is talking about?
