  • 6 Apr 2011 in National Assembly: Mr. Speaker, Sir, I do not think the Minister took this Question seriously in terms of providing service to Kenyans. You can see the gravity of this matter. view
  • 6 Apr 2011 in National Assembly: Mr. Speaker, Sir, the primary school teachers have only assisted when it comes to registration of primary schools. Why has the Minister not followed up his request to the Minister of Education to ensure that, that communication has been done so that they can do it on a permanent basis? view
  • 6 Apr 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Will I be in order to ask the Minister to give a specific time frame within which the Ministries can consolidate this matter? This Government is known for taking us round in circles. view
  • 29 Mar 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. While the employer has a right to take administrative action, it would be wrong for that employer at the same time to take the action on the basis of a charge that has gone before a court. There is no way they will discipline an employee for stealing and yet the theft has not been proven. They can do it differently. Is the Assistant Minister in order--- view
  • 29 Mar 2011 in National Assembly: Mr. Speaker, Sir, I want to put it like this: Is the Assistant Minister in order to mislead the House that the administrative action was right? view
  • 29 Mar 2011 in National Assembly: Mr. Speaker, Sir, I agree. view
  • 29 Mar 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for this opportunity. It is good, like many other Members have said, that this Parliament had the opportunity, together with the rest of Kenyans, to pass the new Constitution, which is a celebrated Constitution. But it is one thing to have the Constitution and another thing to inculcate a culture of constitutionalism in this country. I had the opportunity to peruse constitutions of other countries, which are very well-written and which appear democratic, but when you go to the ground, you will be surprised how those books have been put aside and dictatorship ... view
  • 29 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in conclusion, we have heard of the Commission on National Cohesion. We cannot get cohesion through a commission. We can only get it through ensuring that there is fairness, justice and re- distribution of resources. When I know that, Mr. Imanyara, for example, is somewhere in a position, I feel comfortable that justice will be done. That is the only way we can get cohesion. Mr. Temporary Deputy Speaker, Sir, I support. view
  • 24 Mar 2011 in National Assembly: asked the Minister of State for Immigration and Registration of Persons:- (a) how many persons have applied for National Identity Cards in Garbatulla District since 2007; (b) how many applicants have so far been issued with National Identity Cards indicating their respective dates of issue, and; (c) what measures he is taking to speed up issuance of the document in the district. view
  • 24 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as the Minister was answering this Question, he alluded to the fact that Garbatulla is a border district, which is very serious because Garbatulla is part of the larger Isiolo and that is right at the heart of this Republic. I hope he will withdraw his remarks when he comes to respond because people of Garbatulla will be wondering which foreign border surrounds them. view
