Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity. I would like to join my colleagues in supporting the Vote of the Ministry of Medical Services. Madam Temporary Deputy Speaker, it is quite clear that there is a lot of work to be done in this Ministry. However, I would like to start my contribution by congratulating the KNH for a job well done. In spite of the fact that they have faced many challenges, if you visit the hospital, especially the casualty department, you will find marked improvement. It is up to the Ministry to ensure that ...

Madam Temporary Deputy Speaker, Sir, I want to go straight into the issue of the National Hospital Insurance Fund (NHIF). I have heard what the Minister said about the reforms he intends to bring in place. I want to urge him to move with speed into this area. It is an area with a lot of resources and cash. Even the management of the cash itself is a problem. That is why it is prone to corruption. That is why there is lack of accountability in the NHIF. Mr. Speaker, Sir, I want to thank the Minister for the action she took on the outbreak of cholera in my constituency. The staff of the Ministry, for professional reasons, are so cautious about taking action along those lines. As a matter of priority, in order to improve the prevention, they should immediately move in once such cases are noted and test for cholera on site.

Mr. Deputy Speaker, Sir, I want to support this Motion because the Minister just read the Budget Speech the other day and it was quite in line with the thinking of Kenyans. We are in a rush to implement those thoughts. Because of this, I have no option other than to support the Minister while I agree with my colleague, Mr. Ethuro, that perhaps, times have changed so that this Ministry must also change. But I would be very reluctant given where I come from, where there is a lot of drought and Kenyans are suffering in that place. There ...

Mr. Deputy Speaker, Sir, two months of black-outs is such a long time and it interferes with the businesses of the people in Marsabit. That is bad management. What will the Ministry do to ensure that a similar situation does not occur in future?

Mr. Deputy Speaker, Sir, did you hear the Assistant Minister say that the hon. Member should report? I thought it was the responsibility of the Ministry to move with speed and diligence to ensure that no raw waste is discharged into the ocean! He wants hon. Members to do the job!

Mr. Speaker, Sir, if I heard the Minister right, it is the District Commissioner who is supposed to involve the entire community. Indeed, it looks like there is no laid out proper procedure on this matter. The Minister does not need to wait for Constitution review which sometimes becomes very evasive in this country. Could he---
