Mr. Speaker, Sir, I am surprised that it has taken the Ministry so long to act on a matter that has already been determined by court. Even after hon. Mbadi asked specifically when the money would be paid, the Assistant Minister did not answer. Could he give a timeframe within which this matter will be sorted out? This is a court’s decision.

Mr. Temporary Deputy Speaker, Sir, I want to congratulate the Minister and the Committee for a job well done. For once, the aspect of continuous learning has been taken into account for the teachers in this Bill, which is excellent. Mr. Temporary Deputy Speaker, Sir, the second item is on the issue of tuition. In other countries, teachers do it for free, the moment they realize that one of their students is slow. They do not commercialize it. Otherwise, definitely, tuition where parents have to pay for will actually pull in different directions in terms of utilization of the teachers ...

On a point of order, Mr. Deputy Speaker, Sir. Would I be in order to seek direction from you? Given that different Government departments are unable to co- ordinate their activities and they are laying the blame on Treasury, would it be in order for you to have the Treasury to come here and make a substantive Statement on these issues? That is because Kenyans are being denied services. I have always known that the Ministry of Education has a lot of money to waste.

(a) Is the Minister aware that a dormitory at Kinna Secondary School in Isiolo South Constituency burnt down on 10th June, 2012 and, if so, what was the cause of the fire? (b) What has the Ministry done to reconstruct the dormitory?

Mr. Speaker, Sir, this Assistant Minister is quite insensitive from his answer to the needs of this school and the needs of the students. This is an emergency: A dormitory burnt down, students are outside since 10th June. They are squeezing in the remaining dormitories, which is very unhealthy. He wants to wait I do not know for how long. Could he tell us when the DEB was convened to handle this matter?
