  • 6 Jun 2006 in National Assembly: Is the Minister in order to mislead this House by implying that the delegated authority of the DC is not valid? view
  • 6 Jun 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. I stand to demand a Ministerial Statement from the Minister of State For Special Programmes regarding a prevailing food shortage in Serisia Division of Isiolo District where it has been reported that 80 per cent of the population is facing starvation as a result of failed rains and the continuation of the drought. view
  • 6 Jun 2006 in National Assembly: Thank you, Mr. Speaker, Sir. In this same area, the community has lost over 80 per cent of its livestock and, therefore, there is a continuous food shortage. It has also been reported that a number of deaths of women and children have occurred in the same area as a result of starvation and that nearly 60 of them have now been admitted to Isiolo District Hospital. Could the Minister confirm this situation and inform the House what action he has taken to alleviate the impending human catastrophe in that region? • 6 Jun 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to make my contribution to this Bill, because I believe it is a very important Bill. This is because the poverty level in the country has been on the increase. As you know, one thing that the Government has been struggling to do is to reduce the level of poverty in our country. Poverty is one of the things that have been identified and we need to work hard to reduce it. The real situation on the ground is that poverty has been on the increase. Of late, especially in the areas ... view
  • 31 May 2006 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether he is aware that the location of the headquarters of Northern Water Board is geographically inappropriate for purposes of centralised and efficient service delivery; (b) who represents the Board from Isiolo; and, (c) whether he could consider relocating the headquarters to Isiolo Town and ensure fair representation from all areas. view
  • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, I am surprised by the answer given by the Assistant Minister. I know the Chair personally has the benefit of knowing where Garissa is by virtue of coming from Mwingi South. You know very well that the Northern Water Services Board represents districts like Moyale, Marsabit, Samburu and Isiolo, including all the districts in North Eastern Province. The Assistant Minister wants to convince this House that when they located the headquarters in Garissa, among other things, the issue of centrality was taken into account in terms of geographical location. Could the Assistant Minister reconsider his answer ... view
  • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, I want to kindly ask the Assistant Minister to produce the resolution of the NWSB that actually deliberated on this matter and relocated headquarters to Garissa Town. view
  • 3 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, while I agree that DCs could sometimes provide transport for peace committees,it appears that the district security agents have transferred their roles to these committees. Could the Assistant Minister undertake to find a way of mainstreaming them into the legal framework? He could bring an amendment to the relevant law to the House, so that they can be recognised by the law? view
  • 3 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, I see the difference between what the Assistant Minister and the hon. Member are saying. The hon. Member is saying that there was an advertisement for the 2005 applications. He wants the names of the people who applied in 2005. However, the Assistant Minister said that there was no advertisement for 2005 applications. He picked applicants from the list of 2004. Could they, please, synchronise the two lists? view
