All these other reports which are in the middle about procurement and other things are immaterial. Their target which is the centre of gravity is the ultimate removal of commissioners, which is not in their mandate. Why is PAC talking about that issue while the Departmental Committee on Justice and Legal Affairs oversees IEBC?   • 27 Feb 2019 in National Assembly: Thank you, Hon. Deputy Speaker. I support this Petition. It is timely and TVET institutions since 2013 have not been fully operationalised. I think most of the functions are still being carried out by the TSC. It is high time the function of management and training of lecturers is taken up by the TVET Board. The TSC is currently grappling with the problem of managing teachers. So, loading them with more work will not be of help to Kenyans. We are a global village and that means for us to take advantage of the essence of being a global village, we must have access to internet and Wi-Fi, e-commerce and e-governance are done through the internet. Job advertisements and procurement of essential Government services are done through the internet. So, all these facilities are currently available mostly in urban areas. It started with us here in the country and is now global. So, it is important to acknowledge some of the telecommunication companies such as Safaricom that are doing great job. view

This same Bill presupposes that all parts of the country are covered by mobile network.   • 5 Dec 2018 in National Assembly: Government has funds through the Universal Access Fund that is controlled by the Communication Authority of Kenya. We have seen in most of our Facebook pages and social networks persons tend to abuse the facilities that are accorded to them. There is a lot of abuse especially from the youth who go beyond their limit by virtue of having free internet and network facilities. Defamatory messages, abuse and uncouth materials are shared on platforms courtesy of having free Wi-Fi. view
  • 5 Dec 2018 in National Assembly: So, this should be curbed because the Cyber Crime Bill has been passed. It has penalties and means of getting to people who abuse and misuse these kinds of facilities. The issue of ICT will take us through the Big Four Agenda. Without ICT, things will not move. I call upon the Government and Members of this House to look into the issue of abuse of internet facilities by some of our youth. view
