Beatrice was brought up in an unstable cross-cultural family when her parents separated, she had to drop out of Nazarene University to handle issues at home. In 2005 she joined the Banana Team ahead of the Constitutional referendum and instantly developed interest in politics. She later became the outreach manager for the Kibaki Tena campaigns in 2007. In 2013, she joined Alliance Party of Kenya (APK) and was nominated to the Senate as she was heads higher than any other member. Elachi is not just political but also philanthropic and presently supports seven children orphaned by ethnic clashes in Tana River.

Mr. Temporary Speaker, Sir, I meant that we should do what the drafters of the Constitution appreciated, that the legislative arm of Government will legislate without implementation as an executive role. I think they clearly defined what we are supposed to do. It is only that we have refused to go by that because we are the ones who amend and prepare laws. All I am saying is, when you look at how Members have just debated the Fund, you feel that it is time, as a legislative arm, to come out and eal with our legislative agenda. I support.

Mr. Speaker, Sir, this House had a clear recommendation that after the Report was tabled we would relook at the issues that were raised in three months. We debated this issue and even condemned some of the Committee’s recommendations. It would be proper if we finalize so that the House keeps its word. Mr. Deputy Speaker, Sir, it is very important to understand the expenditures. We need to interrogate office rent, for instance. In 2013/2014 they spent Kshs41 million. What happened in 2014/2015? They went overboard to spend a whooping Kshs134 million. They spent this on office rent in Nairobi yet we passed a Motion the other day that we have county governments that do not have offices in their counties.
