Beatrice was brought up in an unstable cross-cultural family when her parents separated, she had to drop out of Nazarene University to handle issues at home. In 2005 she joined the Banana Team ahead of the Constitutional referendum and instantly developed interest in politics. She later became the outreach manager for the Kibaki Tena campaigns in 2007. In 2013, she joined Alliance Party of Kenya (APK) and was nominated to the Senate as she was heads higher than any other member. Elachi is not just political but also philanthropic and presently supports seven children orphaned by ethnic clashes in Tana River.

Mr. Speaker, Sir, I know it is an issue for a party, but we never de- whipped Sen. (Dr.) Khalwale because of the Implementation Committee. It was the Committee for Finance, Budget and Commerce. We had not done election then. If the elections were held, I do not think we would de-whip our members although they have gone against the party position.

I would plead with the Senate - where we have elected Senators in every county to represent the interest of that county, if we will start discrediting each other because of capacity, then we are going to make this issue political. Madam Temporary Speaker, I support this Bill because the amendment is timely. Article 54(1) of the Constitution is clear on how our sisters and brothers with special needs are supposed to be incorporated in all sectors and spheres of life in our county. To date, persons with disabilities struggle hard to move round their institutions because of lack of facilities for them. Mr. Temporary Speaker, Sir, I rise to support the Kenya National Examinations Council (Amendment) (No.2) Bill (Senate Bill No. 14 of 2015). I recall that students from Maranda High School suffered because of examination cheating. This happened in the computer examination. We need to interrogate whether the Kenya National Examination Council (KNEC) at that time had mechanisms of understanding that exams done by computer can bring other issues.
